Strategic Sourcing Manager

The Strategic Sourcing Manager role within GSM is focused on the effective and efficient procurement of $30M spend of Sourced Products and Sub-Assemblies within Vietnam, SE Asia region in support of Stanley, Black & Decker’s 22/22 vision. This role is responsible for implementing category sourcing strategies on a regional level and driving sourcing productivity.

SPECIFIC RESPONSIBILITIES:
- Ensure high degree of service delivery and SBU satisfaction
- Consider unique/specific regional and SBU needs during category strategy implementation
- Provide regional expertise to category and SBU leadership during sourcing strategy development
- Understand and link regional strategy with GSM priorities and SBU goals
- Align with Supplier Development team to search for new supply opportunities and development
- Support Supplier Start Ups working with Finance/Commercial/Engineering/Operations to ensure proper capital, capacity, contracts and execution excellence
- Execute Make v Buy evaluations and decisions regarding key product lines and assemblies
- Lead the supplier selection process through management of formal RFP, RFQ and RFI processes
- Prepare and perform the negotiation and contract management with regional suppliers
- Partner with the SBUs to ensure they recognize the business value from the GSM team
- Implement category strategies in support of the 22/22 vision and margin resiliency initiatives
- Responsible for creation of TCO value to the organization through a combination of productivity, working capital, synergies, reduced risk, improved supplier lead times, etc.
- Maintain business relationships with regional suppliers for Sourced Products and Sub-Assemblies and serve as an escalation point to resolve supplier performance issues
- Develop and foster regional supplier relationships that deliver cost reduction, supply assurance, quality improvement and innovation
- Implement strategic supplier management, supplier risk management, supplier diversity, and CSR programs within Vietnam (leveraging Global Supply Management’s Center of Excellence)
- Institutionalize best-practice processes and policies and knowledge sharing within the Sourced Product and Sub-Assemblies and Vietnam and ensure continuous improvement
- Guarantee compliance with GSM policies and procedures and DoA requirements

EXPERIENCE REQUIRED:
- 5 years of experience in sourcing
- Must have a balance of both strategic and operational capacities; including regional sourcing, supplier management, commodity risk management, etc.
- Successful track record of implementing sourcing and procurement strategies
- Experience in strategic planning, budgeting and financial reporting
- Global mindset with experience working in an international/multi-cultural matrix environment

- CPIM or CSCMP certification
- PMP certifications
- Six Sigma or Lean/Kaizen certification

A Bachelor’s degree is required. Majore in ME or EE. A MBA or Masters in Supply Chain is preferred.
