Sr. Cost Specialist - Chuyên Viên Chính Chi Phí (Working At HCM City Office)

• Work with Engineering Team to build annual budget of Development Department, including CAPEX & OPEX;
• Respond to queries on annual proposed budget, project costs, costs of contracts;
• Generate project monthly cost report, Project close-out cost report
• Analyze the variances between actual costs and approved budget;
• Responsible to report pending payment issues;
• Built Work Breakdown Structure (WBS) for project & EPCI contract for cost control;
• allocate costs to the right cost centers of approved project budget (FDP) & annual budget and input data into PIMS (software) for cost control / reporting/ forecast purpose;
• Review invoices of Development department contracts;
• Overseeing input of project monthly commitment and value of work done measurement to cost control system;
• Forecasting and reporting cost activities;
• Compute and reconcile personal income tax in Vietnam and other locations;
• Work with F&A department to ensure payment comply with current applicable tax law/ Petroleum Contract/ Internal Procedures/ Contracts’ T&C;
• Prepare monthly cash call;
• Provide monthly accruals to F&A department;
• In charge/ Review & verify Final Account of contracts.

• University or higher degree in Finance & Accounting, Business Administration or related field;
• 5-7 years working experience in relevant work. Some experience in financial/accounting field would be a plus;
• Development projects cost experience in oil and gas industry;
• Strong knowledge of MS Project skill and project cost management system (PIMS);
• Sound understanding of Vietnamese laws and regulations on the field/industry would be a plus;
• PC skills (Microsoft Office Suite).
• Certified Accounting Technician (CAT) of ACCA would be a plus;
• Fluency in oral and written English;
• Good interpersonal skills.
