Summary: The U.S. Mission in Hanoi is seeking eligible and qualified applicants for the position of Shipment Assistant in its General Services Office (GSO).
The work schedule for this position is:
• Full Time (40 hours per week)
Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: Under the supervision of the Customs and Shipping (C&S) Supervisor, the incumbent of this position will be responsible for obtaining, negotiating and evaluating vendor quotes and making recommendation to the C&S Supervisor and GSO. Using the Integrated Logistics Management (ILMS) software system, the incumbent will create Government bill of lading (GBL) as a booking for the assigned mover, and manage local packing and transportation/shipping services for over 30 ICASS entities in Hanoi with over 250 incoming and 150 outgoing shipments per fiscal year. The incumbent will make GBLs adjustments following completion of service and tracks bookings for monthly payments. She/he will review the list of movers serving the Embassy annually and consults the C&S Supervisor and GSO on renewing Standard Tender of Service (STOS) contracts.

Qualifications and Evaluations
Education: College or University studies is required.
Requirements:
EXPERIENCE: At least two years of experience in the logistics field is required.
JOB KNOWLEDGE: Must have:
• Good working relationship with local packing and transfer companies, shipping agents.
• Thorough knowledge of Vietnamese Laws on all aspects of duty fee exemptions on imported personal effects, vehicles, supplies, furniture; GVN expediting policies at airport for VIP visits: visitors’ eligibility for waivers of security screening and passenger departure tax, VIP customs/immigration.
Evaluations:
LANGUAGE:
Level 4 (Fluent) Speaking/Reading/Writing English is required. (This will be tested.)
Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES: Must have:
• Organizational skills;
• Excellent MS Excel and MS Word skills;
• Ability to work independently and as part of a team;
• Excellent interpersonal and negotiating skills.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
