Mô tả công việc

Primary Function:
Assure Target supply chain ethically delivers safe and quality owned brand products to Target’s Omni-channel Guests by proactively planning, managing and executing Target’s compliance and quality assurance activities throughout the entire product life cycle processes.

RESPONSIBILITIES:
• Product Knowledge
o Fast and self-learner; drive oneself to learn different product categories and understand the guest expectation through product standards, specification, approval samples and testing requirement/protocols to oversight field operations
o Identify risky/critical operations and better solutions for enhanced quality, efficiency and productivity
o Assign proper team member with right product knowledge for the right program management
• Technical Knowledge
o Provide technical support to Sourcing for product development, pattern/bottom construction to assure product consistency and inherent quality.
o Collaborate with US Tech to set technical standards: (detail level of tech packs, minimum construction standards, last approvals and library creation, technical manuals, fit and quality requirements).
o Understand main production flow and manufacturing process of related category; can assess detail level process map
o Understand machine and production equipment main function, capability and capacity; can calculate and determine process capability index; can identify key bottlenecks in production
o Have knowledge of machine and process parameters (e.g., time, temperature, pressure, dwell time, torque, etc.)
o Understand process management - able to determine the critical process to quality and its control plan to prevent or mitigate potential issues/risks in product quality and guest experience
o Identify team's technical knowledge gap; facilitate and steer the learning and sharing of technical knowledge to fill in the gap
• Technical Design
o Collaborate with US Tech to implement efficient sample fit approval process, supporting seasonal calendar milestones and initiatives
o Collaborate/Support US Tech on Men’s/Women’s Fit Approval
o Responsible for regional fit approval of Kid’s categories
o Track vendor fit sample approval performance, create and share related KPI, identify opportunities for improvement, by way of seasonal analysis and hind-sighting
o 3rd party oversight to ensure confirmation and approval of vendor TPR milestone meets PDD specification and product confirmation in regards to fit, construction and workmanship, safety & quality requirements
o Timely escalation of issues, root cause analysis and resolution of the same relating to technical.
o Communicate expectations and developing key performance metrics to vendor performance for TPR approvals to drive continuous improvement
• Quality Management
o Understand quality management concept & tools to oversight field operations
o Lead team to properly apply quality tools to prioritized factories and categories based on TSS sourcing strategy
o Comprehensively assess factory’s quality management system; review and validate CAPA/PTP and the effectiveness and sustainability
o Lead team to drive continuous improvement in business partner/factory quality management system
• Factory Performance Assessment & Oversight
o Lead team to analyze factory capability, quality and production performance to hold vendor accountable in supply chain performance elevation
o Engage in factory matrix optimization and influence business decision through CFT collaboration based on quality performance
• Decision Making & Critical Thinking
o Steer decision effectiveness and efficiency; take smart risk based on facts, figures and guest insights through critical thinking
o Ensure team members' decision making aligned with Target's best interests
o Coach team to understand Target strategies and business focus and how to make the right decision at the right time for the best result of company
• Problem Solving and Prevention
o Master comprehensive problem solving and prevention tools to resolve and prevent technical and quality problems/issues and drive continual improvement with business partners in both short and long term

2. Operational Excellence / Business Management
• Overall Expectation
o Adapt to change and adhere to Target strategy, direction and business goals and ensure team’s alignment
o Strategically focus PSQA foundational activities and ‘menu of services’ based on a Risk Management Model that supports TSS Capability Systems/Way to Play/Strategic Choices as well as creates capacity for OS teams to concentrate on upstream activities, productivity and act in more of a consultative role that mitigates risks
o Proactively work on continuous improvement and quality planning; incorporate quality standard and specification from development phase to reduce defects from happening and improve guest satisfaction
o Share quality issues and findings globally and systematically; lessons learned sufficiently utilized in quality planning activities and core processes
• Manage Execution
o Promote and lead team to be guest centric thinking
o Actively engage in upstream involvement (e.g., objective review, quality standard, product specification development) from PSQA perspective
o Identify key quality and capability callout (e.g., manufacturing variability, critical to quality, manufacturability to scale) at the proposed factory location from product development stage
o Utilize FRM operating model to secure Target product quality & business partner performance; lead and ensure team’s execution on FRM
o Adhere to Target global standards, policies, processes & procedures; assess, coach and oversight team’s execution and consistency through Field Leadership activity and developmental conversation
o Identify and communicate opportunities to process owner to improve processes

• Manage Project
o Actively participate in global projects and contribute with oneself best knowledge and expertise and collaborate with functional/CFT peers for progress discussion
o Lead, contribute and support to develop and optimize Category Manufacturing Capability benchmarking model, category cost breakdown and quality index

3. Vendor / Factory – Supply Chain Management
• Onboarding
o Support new vendor/factory onboarding process from PSQA perspective to accelerate Target business development, in partner with cross functional teams, ensuring consistent compliance to Target requirement
• Matrix Optimization
o Increase factory matrix (primary and secondary) transparency from PSQA perspective
o Assesse and review vendors/ factories regularly for overall performance, sustainability in quality execution, capacities and capabilities; provide timely feedbacks to vendor/factory of their performance and share with CFT teams
o Lead discussion on factory capabilities required to deliver Sourcing, Design and Business strategy; has decision right to veto/recommend factory placement decisions based on the factory capabilities
o Contribute to strategic sourcing and category management from technical, quality and engineering perspective to enable the sourcing options with highest efficiency, lowest total cost and robust sourcing decisions
• Coaching / Consulting
o Provide coaching to business partners
o Provide specialized consultation to prioritized vendors/factories to elevate their performance based on Target business needs and CFT’s inputs

4. CFT Collaboration, Communication and Engagement
• Lead team to identify product risks and leverage business processes and engage CFT teams to mitigate product risks during the entire product lifecycle
• Partner with cross functional teams to provide technical expertise to monitor and validate all quality assurance requirements are communicated and comprehended; integrate PSQA engagement throughout the entire product lifecycle
• Ensuring support is provided for cross-functional teams/PDD during sample reviews, merchant trips, dupro’s, and FI’s where needed.
• Support Sourcing during factory allocation risk assessment and tollgate meetings
• Anticipate and meet the need for information of key stakeholders; synthesize complex information and communicate the right amount of detail
• Act as liaison between HQ PSQA, Vendor/Factory partners and cross functional teams
• Ensure transparency and support of team through escalation process when required for speedy resolution
• Facilitate open discussion through meeting or other platform to ensure that all stakeholders’ viewpoints are heard; encourage open exchange of information to support effective and efficient decision making
• Escalate critical issues concerning ethics, quality and production to leaders; inform CFT teams and get support for issue resolution

5. Brand Reputation
• Facilitate team to understand guest expectation through HQ and OS connectivity to deliver Target branding quality products
• Act as Target branding team member role model; being result oriented, self-motivated, dedicated, enthusiastic
and energetic
• Committed to Target Values and ethical business conduct; make ethics a mantra for TGT and supply chain
• Enhance partnership with Corporate Security, and gain their support to educate and coach team how to consistently manage unethical issues

Yêu cầu ứng viên

Minimum requirements:
• Bachelor degree in engineering and/or technical disciplines equivalent and/or retail compliance, quality management, product or manufacturing industry equivalent
• Minimum 6-9 years’ experience in footwear industry (lifestyle shoes: Synthetic/Textile/Leather) that includes Product Development, Engineering, Technical Service and Production
• Minimum 4 years in supervisory/management capacity with similar operational scope and complexity
• Experience with a US or European based corporation
• In depth knowledge of US/Canada regulatory and safety requirements (QA)
• Excellent leadership/interpersonal skills
• Excellent communication skills in English and local language
• Strategic thinking and ability to plan, lead, organize and execute
• Result orientated, self-motivated, dedicated, enthusiastic and energetic
• Committed to continuous learning
• Ability to travel locally and/or internationally
• Ability to perceive and differentiate between colors
• Familiar with Microsoft Windows and Office software applications
Desired requirements:
• Experience in retail purchasing operations
• Experience in leading a cross cultural team
• Certified Quality Manager, Engineer or Quality Auditor preferred
• Lean or 6 Sigma certified preferred
• Experienced in project management preferred
