THE ROLE

The Senior Procurement Manager is responsible to lead the strategic procurement function at RMIT Vietnam ensuring that RMIT complies with all legal, financial and governance requirements across its procurement and purchasing activities.

KEY RESPONSIBILITIES

Leadership and people management
Build and maintain a culture of integrity and high performance that supports team collaboration, result-orientation, outstanding customer service, integrity, continuous improvement that ensure excellent performance
Develop a competent team: recruitment, development, retention and workload management.
Build and maintain strong and effective relationships with key stakeholders both in country and with RMIT Australia.
Organize annual trainings/workshops on procurement related topics to upskill users and improve quality of purchasing activities at RMIT Vietnam

Leadership of Strategic Procurement team
Deploy selected purchasing model at RMIT Vietnam by enabling effective procurement process through both systems and controls
Ensure added value is created through the development of strategic procurement activities for high value/high risks transactions
Identify opportunities, negotiate and establish corporate contracts based on purchasing power to provide savings for the University
Analyze spend and manage annual purchasing plan for key categories and items
Develop a roadmap for building strategic relationships with a variety of vendors; replacing poor performers with high performers
Maintain and nurture vendor relationships at senior management level driving high performance service delivery within a leading practice commercial procurement framework that encourages and extracts value driven outcomes through strategic collaboration.
Closely monitor purchases with high value and/or high risks
Develop and maintain communication plan with key stakeholders to manage demands and to ensure transparency and effective handling of issues at an early stage

Tendering process management
Review of all required approval and market documentation;
Release market documents to appropriate vendors to ensure purpose fit responses;
Manage all vendor queries and clarifications through the market process;
Govern the evaluation process to determine a preferred vendors;
Review any required documents seeking relevant approvals to enter into contract with the preferred vendors;
Assume role of functional lead in tender evaluation;
Ensure that successful contract negotiations are completed.
Ensure the proposed, conducted procurement works are released to market to ensure responses which will satisfy the business requirements for new build and/or refurbishments within the proposed budget.

Strategy development, process, governance control and change management lead
Develop strategies for Procurement to deliver added value to the University
Develop and implement local instruction documents, in alignment with RMIT Melbourne, with current policies and procedure to ensure optimum purchasing compliance and integrity
Ensure application of and compliance with purchasing and procurement related laws and regulations under which RMIT Vietnam operates, with particular reference to documentation of tenders.
Identify and monitor business risks and opportunities on a real-time basis; develop and initiate action plans to address identified gaps
Identify internal control weaknesses and implement necessary corrective actions during the course of operations. Initiate change and follow through with implementation to address issues.
Co-ordinate audit activities with Internal Audit function and nominated external Auditor
Implement changes in structure, system, process as required.

Yêu cầu ứng viên

Bachelor’s Degree in Accounting, Finance, Economics or equivalent. A Masters is desirable.
A minimum of 8 years relevant experience in management and procurement and purchasing in medium or large-sized multinational organization.
A mature attitude with strong leadership and strong track records in effective stakeholder management within a matrix environment
Demonstrated experience in producing comprehensive, high-impact financial and business analyses that can influence business strategies and decisions.
Demonstrated experience in continuous improvement initiatives, root cause analysis and change management
Result-oriented, self-starter and effective problem-solver with ability to understand tasks effectively, operate independently and deliver quality results under minimal supervision
Strong commercial acumen
Ability to respond to multiple changing priorities while demonstrating sound judgment and exercising prudent decision making
Proven capability to lead projects and teams; to work collaboratively and effectively manage key stakeholders at all levels across all functions
A strong “can do”, customer-focused and result-oriented mindset.
Excellent verbal and written communication skills including ability to develop and deliver presentations

ENGLISH PROFICIENCY REQUIREMENTS

If English is not your native language then you will be required to demonstrate a minimum English language proficiency standard at a Advanced level (Linguaskill 170 or equivalent to IELTS (General) 6.5. RMIT Vietnam will require you to complete a Linguaskill test to assess your level of English before an offer of employment can be made.
