Responsibilities
• Oversee and manage all financial activities related to Blindness Prevention Supporting and Development Social Enter Co ltd & An Nam Optical co
• Assist in performing all tasks necessary for to achieve the organization's mission
• Train the junior accountant on raising awareness and knowledge of financial management matters.

Contract management and support
• Assess the benefits of all prospective contracts and advise Medical Director and Hospital Administrator on programmatic design.
• Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits.

Legal compliances
• Ensure financial and tax compliances at district, provincial and federal level. This includes: 1) interpreting legislative and programmatic rules and regulations to ensure compliance with all federal, state, local and contractual guidelines, 2) ensuring that all government regulations and requirements are disseminated to appropriate personnel, and 3) monitoring compliance.
• Ensure all compliances relating to labour law is maintained.

Budget and Cash flow management
• Develop budget in collaboration with the Medical Director and Hospital Administrator. Communicate to HQ on budget and monthly cash flow requirements
• Ensure adequate cash flow to meet the organization's needs and inform Medical Director in advance for fund requirements

Payments
• Ensure all payment related to purchase, payroll, constructions and other activities are done as per financial policy.
• Assist in the design, implementation, and timely calculations of wage incentives, commissions, and salaries for the staff.

Collection of revenue and Bank deposits
• Ensure collections are deposited into bank accounts regularly and monitor banking activities.
• Oversee accounts receivable and ensure a plan is in place.

Reports
• Prepare all fiscal reports including revenue/expense and balance sheet reports, reports to funding agencies and HQ
• Provide financial reports required for any grants obtained
• Investigate costing and expenditure reports of various activities and help Medical Director and Hospital
Administrator in making informed decisions.

Asset management and Internal audit
• Oversee the maintenance of the inventory of all fixed assets, including assets purchased with government funds (computers, etc.) assuring all are in accordance with federal regulations.
• Conduct stock audits in frequent intervals and inform Medical Director and Hospital Administrator if any discrepancy found

• University degree in finance and account
• 5-7 years of experience
• Start-up and international experience preferred
• English proficiency
• Must be willing to roll-up their sleeves and be flexible in challenging/ambiguous environments
• Should be proficient in MISA and experience in other SAP would be beneficial
• Salary: 800-1000 USD
