Safety Engineer/ Officer

KEY ACCOUNTABILITIES
1. Accountable for coordinating and directing occupational health, safety, security and environmental initiatives at job site to assure compliance with PECI Vietnam’s HSSE Policy and client’s HSSE producers.
2. Promotes awareness, improve and implement HSSE Action Plan Program.
3. In field ''coaching'' to assure that all employees are observing, following, and understand the HSSE program as well as the ability to understand and follow regulatory guidelines and regulations.

DUTIES & RESPONSIBILITIES
1. Administer WSH policy and coordinate compliance with client’s HSSE producers and Work Safety & Health legal requirements.
2. Coordinates HSSE management system, promote and develop HSSE culture, measure and monitor HSSE performance.
3. Recognizes HSSE hazards and control measures and advise on corrective recommendation(s).
4. Prepares and facilitates HSSE awareness programmer.
5. Monitors and reports all work or operation that violate HSSE procedures, instructions, or would endanger life and property.
6. Monitors and inspects work activities to ensure that HSSE practices are carried out in all work operations.
7. Prepares daily workplace safe/unsafe observation report.
8. Implements the site/project HSSE Action Plan.
9. Formulates and administers HSSE filing system accordance to OHSAS 18001:2007 and ISO 14001:2004.
10. Assists to develop Project/Site HSSE Action Plan.
11. Coordinates and participates in Toolbox Meeting, Mass Briefing.
12. Assists in HSSE accident or incident investigation.
13. Updates site HSSE Portal.
14. Reports all incident and accident as per the site/project and company’s emergency reporting protocol.
15. Organizes emergency response drills, safety stand-downs, safety campaigns and conduct HSSE inductions and training
16. Oversees HSSE performance and activities in a designated plant sections of the Work Site

1. University degree, preferable in safety, environment, environmental science or other related subjects.
2. Additional degrees in petrochemical engineering, chemical engineering are advantages.
3. Preferably 4 years and above working experience in refinery and petrochemical plants.
4. Experienced in environmental activities in Oil & Gas industry.
5. Knowledge of national and international HSE standards and regulations.
6. Experienced in dealing with Vietnamese laws, preferably in environmental sector.
7. Experienced in safety training and orientation.
8. Ability to prepare JSA.
9. Good interpersonal skills, able to work with and through people from different backgrounds and cultures and different educational levels and must be a team worker.
10. Fluent in English both verbal and written communication.
11. Good computer skills and knowledge in Microsoft Office (Word, Excel and PowerPoint).
