JOB PURPOSE
This role is to oversee business functions’ activities to comply with Group’s, PCA’s standards and local regulations in carrying out its business.
Job Responsibilities:
Scope 1 Planning and Team Management
• Developing the annual compliance plan that reflects regulatory compliance’s highest risks as determined by conducting a mandatory annual risk assessment using TRAC.
• Overseeing and monitoring the implementation of the compliance plan on a continuing basis. Periodically revising the plan in light of changes in the needs of the organization, and in the local laws/regulations and policies and procedures of regional to improve its effectiveness.
• Setting up and implementing necessary standard operating procedures for general operation of compliance plan to ensure that it is effective and efficient in identifying, preventing, detecting and correcting noncompliance with applicable rules and regulations.
• Managing Regulatory team activity and performance to deliver Compliance Plan.
Scope 2 Prudential and Regulatory Compliance Management
• Ensuring proper implementation of changes in Regional Compliance Standards to PVA operations, updating and providing training to PVA staff on Regional Compliance Standards.
• Maintaining an organized and effective regulations database, tracking all regulatory requirements and required actions thereof; keeping abreast of recent changes to timely provide guidance to management and employees on compliance
• Timely assess compliance of departments to changes of regulations, validate remedial actions and ensure that all evidences are properly filed.
• Coordinate and work with departments to proactively identify regulatory concerns and compliance gaps and address the same properly.
• Ensure proper implementation of changes to policies of PCA/PVA or initiatives relating regulation matters.
• Maintain the local Compliance Manual, standard operating procedures and guidance in line with the relevant Group/Regional compliance policies, Regional Compliance Standards; and oversee the implementation.
Scope 3 Compliance Approval and Advice
• Provide compliance review and approval where needed, e.g. on sales/product related materials and provide compliance advice to ensure regulatory compliance, regulatory change and mis-selling risks are well managed.
Scope 4 Training and Development
• Support in designing and conducting necessary compliance training for the company to ensure sufficient awareness and effective adherence to the company compliance policies and guidelines.
• Understand compliance competency framework to plan for and execute personal development in terms of knowledge, skills and experience necessary to perform duties.
• Providing necessary coaching to staff including formulating and monitoring completeness of staff development plan.
Scope 5 Reporting
• Coordinate and ensure all routine and adhoc reports of Compliance are duly composed and timely submitted.
Scope 6 Others
• Support in other matters related to compliance and other project relevant to compliance functions as requested by line manager.
Job Accountability:
• Develops an effective Regulatory Compliance and Reporting team to support for business growth.
• Develop an effective compliance plan to support for business growth but still ensure that business changes or initiatives are in line with regulatory requirements and regional policies.
• Ensure timeliness and quality of key activities deliverable in accordance with compliance plan.

Qualifications
• At least University Bachelor’s degree, preferably in Law and Auditing.
Experience
• At least 10 years of experience in Legal / Corporate Compliance / Internal Control / Internal Audit (preferably working experience in life insurance companies)
Knowledge and skill
• Good understanding of local laws and regulations
• Good English writing, reading
• Communication skills, advisory skill, multi-tasking
• Risk Assessment, Project Management, Presentation, Report Writing, Problem Solving, Decision Making and People Management Skills
• Good problem analysis, influencing skill
