Salary: US$30,270

Summary: The U.S. Mission in Hanoi is seeking an eligible and qualified applicant for the position of Public Health Specialist (Surveillance) in its Centers for Disease Control and Prevention (CDC).

The work schedule for this position is:
• Full Time (40 hours per week)

Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: Yes

Duties: Incumbent of this position will serve as a senior health scientist for the Strategic Information (i.e. Surveillance, and Health Management Information Systems) Branch within the Centers for Disease Control, Vietnam Office. The incumbent will implement, coordinate, and supervise activities of various surveillance programs on HIV/AIDS and related infections (including tuberculosis) conducted by CDC Division of Global HIV, tuberculosis (TB) Program (DGHT) Vietnam Office in collaboration with the government of Vietnam Ministry of Health (MOH), non-governmental organizations and universities. He/she will plan, conduct and provide guidance and support to CDC DGHT and collaborating staff to develop and implement surveillance systems for HIV/AIDS/TB/STI program activities drawing from extensive experiences in clinical sciences, public health, behavioral sciences, and epidemiology of HIV, TB, other opportunistic infections (OIs) and sexually transmitted infections (STIs).

Education: A Ph.D. degree in epidemiology (or M.D.) degree is required.

Requirements:

EXPERIENCE: At least five years of progressively responsible work experience in epidemiology, surveillance and public health practice on HIV/AIDS prevention and care or in an infectious disease is required.

JOB KNOWLEDGE: Must have:
• A thorough knowledge of the technical areas of HIV, STI, and TB care is required.
• Ability to develop appropriate protocols and detailed guidelines in the absence of specified procedures.
• Knowledge of computers, including Windows, word processing, and in statistical program such as STATA, SAS or RDSA.

Evaluations:

LANGUAGE: Level 4(fluent) Speaking/Reading/Writing English is required.
(This will be tested.)
Level 4(fluent) Speaking/Reading/Writing Vietnamese is required.

SKILLS AND ABILITIES: Must have:

The ability to apply sophisticated epidemiologically-based programs (e.g., case-reporting procedures, sentinel surveillance), and population-based surveillance approaches for these diseases.

Qualifications: All applicants under consideration will be required to pass medical and security certifications.

* IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
