Duties
This position will serve as the Public Health Specialist for Emergency Management at the Centers for Disease Control and Prevention (CDC) office at the U.S. Embassy in Hanoi, Vietnam. S/he will serve as CDC’s leader and subject-matter expert in all efforts undertaken by CDC-Vietnam to advance implementation of emergency management with the
Government of Vietnam.
The incumbent will directly support GVN in designing, implementing, conducting, and evaluating exercises in emergency management. These exercises will necessarily involve multiple ministries (e.g., Health, Agriculture and Rural Development, Natural Resources and the Environment) and multiple departments within each, thereby establishing a truly multisectoral approach to emergency management. Develop and conduct of such exercises requires extensive knowledge of Incident Command Structure, activation of that structure, increasing the scope of the structure as the emergency unfolds, and eventual scale down. S/he will provide an oversight and guidance to the development and application of EOC standard operating procedures (SOPs) and plans, as well as support the Vietnam EOC Network in maintaining a training program to ensure continuous capacity building and improvement. The incumbent will also require expertise in the constitution, deployment, and functions of rapid response teams (RRTs). RRTs are multi-disciplinary teams of epidemiologists, laboratorians, physicians, nurses, environmental scientists, logisticians, and others who, when called upon, must respond, often within 24 hours, to public health emergencies. In the setting of exercises, s/he will advise them on how to anticipate challenges that come up in the field and how to maintain their own safety, regardless of the type of event. For each exercise, the incumbent will also need to develop an approach to evaluation that is consistent with the World Health Organization’s monitoring and evaluation framework.
The incumbent will serve as a technical expert and collaborates regularly with relevant technical personnel at CDC Vietnam, as well as other technical officers within the USG interagency, including the Department of Defense/Defense Threat Reduction Agency (DTRA) and the United States Agency for International Development (USAID). S/he also has
responsibilities—both technical and diplomatic—to other bilateral and multi-lateral partners, especially, but not limited to, the World Health Organization in Vietnam and the Food and Agricultural Organization.
Under the supervision of the Team Lead for Surveillance and Response, the incumbent will provide critical technical advice to the MOH and implementing partners for day-to-day program implementation, evaluation, and development. S/he will be required to collaborate regularly with other in-country U.S. agencies to ensure that USG programming addresses GVN priorities.
The incumbent also will represent CDC Vietnam on public health emergency management issues at technical, policy and strategic planning meetings, as well as in meetings with
collaborators and donor agencies.

JOB KNOWLEDGE:
Must have:
- A professional knowledge foundation in public health emergency management.
- A thorough understanding of disease surveillance and outbreak responses, incident management systems, and coordinated management of emergency response.
- A good working knowledge of program management techniques to plan, organize and direct complex activities with multiple stakeholders.
Education Requirements: A Master’s degree in public health, disaster and/or environmental management, business administration or international equivalent is required.
LANGUAGE:
Level 4 (Fluent) Speaking/Reading/Writing English is required. (This will be tested)
Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES:
Must have:
- Good program management and systems analytical skills, and be able to communicate issues and developments between the CDC team and partners within MOH and other technical, development and implementing partners, both orally and in writing.
- Good managerial skills, ability to analyze, understand and discuss data, program and systems design and revision, and management and implementation approaches.
- Intermediate user-level of word processing, spreadsheets and databases.
- Strong skills in the interpretation of program monitoring and evaluation data, ability to understand and synthesize numerical data.
