Project Translator

Period: February – June 2019 (5 months), with potential for extension up to December 2021 and beyond

Project summary:
The overall objective of the Water Operators Partnership (WOP) in the Mekong Delta is to assist the Water Supply Companies (WSCs) of Can Tho, Hau Giang and Soc Trang in securing long-term sustainable water supply in the Southwestern Mekong Delta (southwest of the Bassac river) by 1) increasing their operational capacities and efficiencies, and 2) supporting them in reaching a higher water supply coverage through network extensions. This can be achieved by working with the partners on securing future water resources, climate change adaptation, NRW reduction, organization and HR development, network extensions and the development of climate robust investment proposals. In this way, the WOP facilitates implementation, and especially absorption, of the MoC/WB funded Mekong Delta Water Security Project (MRWSP).

The Vietnamese government has set clear goals for NRW reduction, water supply coverage, and shifting from groundwater to climate robust alternative water sources. This WOP aims to contribute significantly to these ambitions. By doing so the water supply security for the people living in the provinces of Can Tho, Hau Giang and Soc Trang will be ensured for the current and coming generations.

Expected outcomes of the WOP are:

• WSCs have strengthened their organisational and operational capacities;
• WSCs have improved their operational efficiencies (e.g on NRW);
• WSCs have increased coverage rates;
• WSCs have developed climate resilient water supply investment planning up to 2050;
• WSCs are actively engaged in the MRWSP and have secured additional finance for future investments in (expansion of) their water supply network.

Tasks and duties of the Project Translator:

The Project Translator will be responsible for translation and interpretation services, and will work closely together with the project team that consists of both Vietnamese and Dutch experts. His/her duties and tasks include:
• Provision of oral and written translation services (English-Vietnamese and Vietnamese-English) for the project team members. This includes translation during meetings, translation of e-mails, letters, reports and other documents. It must be noted that the project has several technical / engineering components, hence many meetings and reports will address technical subjects;
• Liaison for project communications within the project team, with the project partners (WSCs, CTU, Peoples Committee) and third party stakeholders (ministries, media, other);
• Support project communications (internet, brochures, leaflets, press statements);
• Support for organization of workshops and conferences. Provide translation during workshops/conferences;
• Orderly documentation of (bilingual) project files;
• When needed, support the project’s admin/translator in translation tasks;
• Support smooth office operations: e.g. managing stationary supplies, operations of office IT, cleanliness & organization;
• Other tasks duties as defined by the Regional Teamleader.

Required educational level and experience:

• Must be college graduate or university graduate (preferably English Linguistic major);
• Excellent Vietnamese and English proficiency, both written and oral. Experience as translator/interpreter will be regarded as an advantage;
• Microsoft Office (MS Word, Excel, Powerpoint…) proficiency;
• Excellent verbal and written communication skills, excellent (communication) skills for building intercultural relations;
• Willing to travel within the Mekong Delta (mostly Soc Trang and Hau Giang) and occasionally Hanoi or Ho Chi Minh City;
• Experience in the water sector and/or Vietnamese public sector are considered a plus.

Reporting to:

The project assistant will hierarchically report to VEI’s Regional Teamleader, Folkert de Jager.

Work place:
The project assistant will work at the project office within the CANTHOWASSCO office, Can Tho, and ravel frequently to project locations in Soc Trang and Hau Giang.

Working hours:

The working hours are 40 hours per week following the local working hours in the office and following the Vietnamese national holidays.

Contract, salary & benefits:

Contracting will be arranged via a Vietnamese-based payrolling company. Market-conform salary & benefits, following Vietnamese social security standards & taxing.
