JOB PURPOSE:
The Project Manager is responsible the management of major capex projects from inception to completion, and in addition to support other campus infrastructure development programs of the university in order to maintain a high standard of facilities within the campus. The Project Manager will be responsible for feasibility reports and recommendations, concept design and schematic design, construction management, effective management of external service providers, consultants, internal and external stakeholders, tender negotiation phase of projects, and effective budget monitoring and costing.
These duties include but are not limited to support and coordinate with other team member regarding daily systems operations, periodical maintenance, faults’ identification, verification and handling, health and safety, campus operating standards, policies and procedures, and other technical tasks as assigned by Asset Management Manager.
AREAS OF RESPONSIBILITIES
• Planning Project Resources:
Review the project proposal, budget, targets, key performance indicators and ensure that the planning is realistic (Measurable, Reportable & Verifiable), both in terms of budget and implementation.
Support the SLT to provide longer-term vision, strategic direction and appropriate planning and implementation.
Work with the concerned departments to ensure effective implementation of the project.
Regularly review track the project progress against milestones and take corrective action where required, raising issues with the concern personnel as needed.
Monitoring tasks related to mobilising finance including setting up mechanisms to track investments and collecting data and information.
• Project Management:
Promote and maintain effective partnership with all stakeholders.
Manage the achievement of specific goals, objectives and Key Performance Indicators (KPIs) of the project.
Ensure that work is appropriately delegated and staff members are empowered to carry out tasks independently where appropriate to their skills and capacity.
Ensure efficient project management procedures are implemented to enable monitoring of projects and accurate reporting of progress.
Ensure procurement and contracts are prepared and managed effectively.
Financial and budget control of selected tasks and components and coordinating with AMM regarding budget control and financial progress.
Retain an entrepreneurial approach to deliver the project, proposing creative solutions, reducing inhibiting business factors and looking for market-based solutions in coordination with related parties.
Support the collection and accurate reporting of impact data related to the project.
Oversee construction projects from beginning to end
Determine the necessary equipment, materials, and manpower needed
Keep track of inventory, tools and equipment
Ensure supplies and equipment are ordered and delivered according to schedule
Resolve any problems that may arise
Ensure compliance with safety regulations and building codes
Train and mentor construction workers and construction laborers depending on the size of the project
Collaborate with subcontractors, engineers, architects and key team members of the project team
Plan construction operations
Allocate and manage resources to ensure that they are available when they are needed throughout the construction projects
Handle any environmental or local community issues that may come up during a project
Conduct site checks to monitor progress and quality standards
• Other tasks include but are not limited to:
Time management
Budget control
Quality and Satisfaction
Risks management
Monitoring Progress

REQUIREMENTS
Bachelor's degree in Civil & Structure Engineering or Architect or Project Management
5 years of project management and related experience, especially familiar with top down construction method & deep basement construction
Proven ability to solve problems creatively
Strong familiarity with project management software tools, methodologies, and best practices
Experience seeing projects through the full life cycle
Strong interpersonal skills and extremely resourceful
Ability in using MS office (Word, Excel), AutoCad, MS Project etc
COMPETENCIES (KNOWLEDGE, SKILLS & ABILITIES)
Strong teamwork kills, coaching skills and training skills.
Strong communication skills in Vietnamese and English.
Computer skills and building automation systems experience required.
Working knowledge of energy conservation required, formal training preferred.

Result-driven individuals with positive can-do mind set.
