Project Financial Consultant

The primary objectives of the assignment are to directly perform the tasks of book keeping, account recording, and accounting and financial management of the University project (UIU-USTH), according to the accounting regime of the Vietnamese Government and the Asian Development Bank (ADB) disbursement guidelines.
The scope of the services will be as follows:
(i) Develope and operate the accounting system of the UIU-USTH according to the accounting regime of the Vietnamese Government and the ADB’s disbursement guidelines.
(ii) Conduct payment transactions, withdrawal applications and reconciliation with the bank, ADB, State Treasury and Ministry of Finance.
(iii) Set up accounts system, monitor the operation of the special account of the UIU-USTH.
(iv) Support the Project Chief Accountant in developing the internal financial management system for the UIU-USTH.
(v) Receive the hand-over, training and operation of financial management software.
(vi) Participate in the development of annual financial plan for the Project. Prepare quarterly and annual financial reports as well as reports for the ADB’s periodical review missions and for relevant Vietnamese management agencies.
(vii) Prepare report on the expenses and payment methods by compositions; prepare assessment report to ensure the on-purpose disbursement of the project’s expenses.
(viii) Prepare materials and invoices for independent audits, state audits and other relevant agencies.
(ix) Support the Project Chief Accountant and the UIU-USTH Director in activities related to procurement, contract negotiation, contract award and payment.
(x) Collaborate with staffs from specialized units of the UIU-USTH to implement the given tasks. Implementing other specific tasks assigned by the UIU-USTH Director.
The package will be implemented for a period of 51 man months. The expected starting time is Quarter 2, 2019. The contract can be revised/amended/extended annually based on qualification, satisfactory, performance upon decision of notification of the UIU-USTH Director.

University degree level, at minimum, on finance and/or accounting
Having experience in public administration accounting
Having at least 5 years in the field of accounting and finance using State Budget and loans funded by international organizations (obligatory).
Experienced in finance and accounting of organizations, projects and programs including education and training activities.
Having participated in managing and implementing projects and programs funded by ADB or international organizations.
Must be familiar with ADB’s loan disbursement procedures.
Skilled in Excel and Word software and experienced in using accounting software.
Fluent in written and oral English communication

The Consultant will submit the following reports:
(i) Report on expenses and payments by compositions, on finance by period.
(ii) Monthly reports during his/her assignment to Director of UIU-USTH on work progress.
(iii) Completion report at the end of his assignment.
