Project Buyer

Purpose of the Job
•The Buyer is responsible for ensuring that the correct amount of materials and components are purchased to satisfy the business needs, taking into consideration the importance of purchasing items which are to the correct specification and arrive on time and meet the cost and quality criteria.
•To buy materials locally in Vietnam for SIG installation purposes
Organisational Reporting
* Hierarchical: Signalling Installation Manager
* Functional reporting: PMG Quality & Sourcing & Supply Chain Manager

Responsibilities
• Quality Cost and Delivery performance of Suppliers that they are controlling
• Number of framework agreements/contracts agreed
• Performance at purchase information record management
• The commodities coordinated within the area include capital asset repairable items and consumable purchases
•Signed supplier agreements and achievement of QCD targets
•Achievement of personal objectives
•Responsibilities
•To be responsible for ensuring that the correct amount of materials and components to satisfy the
business needs are purchased, taking into consideration the importance of purchasing items which are to the correct specification, arrive on time and meet quality and cost objectives.
•To manage key workload issues, particularly with regards to the external supply chain and that meet the internal requirements for the project.
•To be responsible for ensuring that prices and lead-times are correct in the system by updating and maintaining quotation data in SAP through the info records and material master screens.
•To ensure that overdue requisitions are kept to an absolute minimum.
•To be responsible for liaising with logistics and Inventory to ensure that effective stocking policies are achieved.
•To resolve delivery problems that are escalated by the expediters, and to continually monitor Supplier delivery performance.
•To be the main point of contact for supplier problem resolution and instigating the necessary corrective action.
•To obtain drawings and specifications to enable RFQ’s to be issued to Suppliers.
•To create RFQ’s to cover the immediate business needs.
•To expedite responses to the outstanding quotations.
•To communicate with suppliers as necessary to ensure the control of accurate information at all times.
•To comply with Alstom Procedures and the Code of Ethics

Delivery
•Purchase order or Contract signed on time
•Delivery of equipment or services on Time
•KPI as (PO on Time / Good receipt/ Engaged-Actual-Forecasted PO….)
•Legal and Contract with supplier
•Fully in line with Vietnamese law

Educational Requirements
Experience in Project 1 years

Experience
•Experience in Purchasing/ supply chain
•Alstom processes and requirement is a plus
•Have worked in multinational and multicultural environment
•Risk management notion and anticipation
•Vietnamese law
•Language Vietnamese & English
