1. WORKING CONTEXT
Founded in the United Kingdom in 1972, ActionAid is an international federation, working with over 25 million people in more than 40 countries for a world free from poverty and injustice. ActionAid's head office is in Johannesburg. ActionAid is the only large international development organization with head office based in Africa, with offices in Asia and the Americas connecting ActionAid's work in Europe.
ActionAid started working in Vietnam since 1989, established its Representative Office in Hanoi in 1992. Since then, ActionAid Vietnam (AAV) has been focusing the work to end poverty and promote sustainable development in over 20 provinces in mountainous, remote and difficult regions as well as poor urban areas across Vietnam. The organization is well recognized as one of the leading INGOs significantly contributed to the poverty reduction and community empowerment in Vietnam.
Under the framework of Country Strategy Paper (CSP) 6 (2018 to 2023), AAV has established a Programme Priority (PP) 1 to “Improve people’s capacity to build safe communities and adapt to climate change and disasters with alternative sustainable livelihoods”. In more details, PP1 focus on: (i) supporting vulnerable groups, especially ethnic minority women and youth develop value chains on community-based tourism (CBT) and organic farming products; and (ii) improving communities’ resilience to disasters and climate change in rural and urban areas.
As part of the mentioned programme, AAV is seeking candidates for the Programme Officer (Livelihood) position. This JD is developed to define the scope of work, general responsibility and expected deliveries, as well as other terms and conditions of the position.
2. JOB PURPOSE SUMMARY
Programme Officer (Livelihood) has responsibility in supporting the development and implementation of AAV’s livelihood programme, focusing on value chain development for Community based Tourism (CBT) and climate resilient models.
3. AUTHORITY
• Works as budget holder of the Local Right Programmes (LRPs) in charge, the Programe Officer (Livelihood) has the authority to endorse all documents proposed by LRPs then submitting to AAV for release (such as planning and budgeting based on the approved fund requests, financial and narrative reports, monitoring and evaluation reports, etc.)
• Other authorities of the Programme Officer (Livelihood) are stated in the AAV’s Delegation of Authority Framework (DAF)

• PP1 team members, including PP1 Programe Director, Technical Specialist (Livelihood and DRR), Partnership Development Officer, Programme Officer (DRR), Team Assistant, and Communication Assistant

Key Accountabilities / Responsibilities: Key Activities
1. Develops strategies and plans/activities for livelihood progrograme • The value chain programme/projects are designed in line CSP6 and contribute to the achievement of Programme Priority 1.
2. Implements the programmes and projects on value chains to develop sustainable livelihood for the poor and disadvantaged people
• Activities of the livelihood and value chain programme/projects are implemented according to the approved work plan.
• The programme and project spending are managed, monitored and reports are submitted to line manager on regular basis.
• The establishment and operation of farmer groups/ cooperatives are conducted with technical and financial resources.
• Market access is ensured for the farmer groups/ cooperatives.
• Supply contracts and other legal documents including benefit sharing are prepared.
3. Participates in researches, policy advocacy and networking • Participate in identifying potential issues and actors for advocacy works
• Contribute to policy briefs and media strategies that inform stakeholders about the policy positions of AAV and our partners
• Organize advocacy events and campaigns to advocate for policy change or replication of PP1 results/impacts.
• Maintain at least 4 news per year for ActionAid’s website and social media pages
• Actively engage existing and potential advocacy partners (legislation and government agencies) for the government to change its policy to include well-grounded evidence and good practices generated under PP1 work
• Well communicate AAV’s stand and position on issues related to PP1 work to the ‘public’, CSOs, media, academia, community and authorities through timely releases of position statement, policy briefs, research reports, and other essential publications.
4. Conducts partnerships management and Networking • Contribute to developing, implementing, and monitoring AAV’s partnership strategy and plans.
• Participate in identifying and initiating strategic networks, alliances and partnership with government agencies, local right programmes, and academic and research institutions, etc.
• Contribute to develop productive partnerships with existing and potential partners to collaborate on delivering PP1
• Collaborate and exchange information with partners and report on their performance on a periodic basis; ensure effective information flow and communication with stakeholders including partners and international teams
5. Supports AAV’s partners in planning, budgeting, and implementing the livelihood value chain programme • Annual planning and budgeting guidance are provided to partners in accordance with the guidelines from the annual planning team as well as the related functions.
• Partners’ plans and budget are reviewed to ensure they are in line with AAV’s guidance.
• Partners’ working plan is produced and submitted to Technical Specialist (Livelihood and DRR) on monthly basis.
• Partners’ program concept, plans, fund requests are reviewed and approved in order to ensure the alignment to the CSP6 and annual plan and budget
• Regular field level visits are conducted to programme areas to provide support and supervision, and guide programme implementation
• MOUs and other legal documents of related partners are well prepared and got approval on time.
6. Conducts program reviews, monitoring, evaluation, program learning and reporting • Monitor the implementation of livelihood programme ensuring short term programmes are within the framework of the CSP6
• Participate in developing and implementing of processes to review the livelihood programme and CSP6, i.e. Mid-term review and end-line evaluation
• Participate in livelihood programme and project reviews and evaluation in line with ALPS
• Prepare livelihood programme reports within and outside the organisation for shared learning
• Monitoring framework, metrics and reporting systems are established and operationalized for the program team and PP1 interventions; adequate monitoring and evaluation is conducted for all projects.
7. Participates in resource mobilization • Fundable ideas are identified and formulated into at least 3 concept notes/proposals per year in collaboration with partners and other departments of AAV.
• Donor relationship is enhanced through providing donor services (e.g. donor visits, reporting, networking, and other purposive engagements).
8. Provides technical advice/support and capacity building to AAV’s staff and partners on livelihood and value chain development • Needs and opportunities for capacity building for the farmers/ communities, staff and partners are identified; technical support and trainings are provided so that they can respond to the needs of the value chain actors.
• Livelihood and value chain guidance, manuals, hand-on experience documents are collected, translated, compiled and disseminated to concerned bodies.
9. Others • Other tasks assigned by line manager are well performed.
