Procurement Supervisor

- Manage and handle for both Domestic Purchase Request and International Purchase Request.
- Support Procurement & SC Manager to take a leadership in executing effective and efficient procurement and supply chain service.
- Ensure all procurement and supply chain activities are compliant with company policy.

REPORTS TO: Procurement & Supply Chain Manager

KEY RESPONSIBILITIES:
30% Domestic Sourcing
- Source new vendor from domestic market.
- Research development opportunities with potential Vendors.
- Manage delivery time-line to follow Project schedule.
- Research for more effective cost control and cost checking method.
- Evaluate Vendor performance.
- Ensure 100% Purchase requests are executed on schedule.
- Can source new qualified Vendor to make new materials that can replace at least 80% of import material

20% Oversea Sourcing:
- Source materials for Construction projects from oversea market.
- Make Prices comparisons to analyze and compare with domestic material to recommend suitable solution.
- Execute the Logistic method and plan to ensure the proper execution.
- Incorporate with Forwarder in picking up, shipment, insurance, customs declaration, inland trucking.
- Incorporate with Warehouse and Site to coordinator materials delivery.
- Manage Documents of each transaction to make sure the accuracy of the documents from the payment step to customs liquidation.
- Update frequently the customs regulation to make sure the clearance is conducted properly.
- Ensure the imported items is strictly protected.
- Manage and frequently upgrade the transportation and delivery plan to sites.
- Conduct the Exporter/Factory assessment frequently regarding the item quality and the production capacity.
- Estimate and prepare properly the logistic plan to ensure 100% No loss/damage to the imported items.
- Manage to ensure the date of clearance is within 3 working days from the date of tax payment.
- Make effective demand forecast to save warehouse cost.

10% Project Management
- Take management role in purchasing materials.
- Incorporate with project team in time management.
- Ensure teams strictly follow timeline to reduce purchasing lead time.
- Ensure oversea colleague and forwarder work well together.
- 100% exact material purchasing and delivering.
- No late delivery to sites.

40% Procurement & Supply Chain Management
- Strictly follow Company Code of Conduct.
- Support SC and Procurement manager in executing of the procurement and supply chain activities to avoid costly delay and lost opportunities.
- Manage relationship with suppliers that facilitate for smooth service.
- Prepare monthly report as required.
- Implement contract management to ensure compliance with contractual terms and conditions. Monitor contract performance of suppliers.
- Ensure all procurement and supply chain activities are compliant with policy, process and procedure.
- Cost saving.
- Foresee risks relating to Purchasing.
- Perform other duties as may be assigned from time to time.

- University degree of International Trade, Business, Construction, Economics or related field.
- Having at least 3 years of experience in procurement and supply chain which at least 1 year experience in purchasing supervisor in multi international company is prefer.
- Have basic knowledge of law & regulation of purchasing transaction and contracting.
- Good level on written and verbal communication and negotiation skill, both in English and Vietnamese, and interpersonal skills.
- Initiative, Proactive, detail-oriented, high commitment to complete planned works.
- Good work ethic, with strong values and principles.
