Procurement Operations Specialist

Job Description:

1. Day to Day Operational responsibilities:
• Verify purchase request quality if contacted by Procurement Operation Centre (POC), align with end users or Master Shoppers on missing specifications, check e-sourcing feasibility and provide info or direct POC to do the spot buy on purchase request as appropriate.
• Coordinate local contract implementation with Spend Area teams.
• Ensure the procurement procedure compliance of self and users.
• Raise questions and concerns when faced with an ethical or compliance issue.
• Apply integrity in all aspects of professional conduct.
• Continuously improve the way of working/process/system to increase the efficiency and effectiveness.

2. Strategic sourcing support and do Spot buy for local sourcing programs:
• Upon request by the POC or Spend Area team during the sourcing process, provide input on local spend situation and Spend Area practices.
• Gather local internal customers’ requirements.
• Provide insights on local supplier market.
• Identify with stakeholders any local legal requirements that necessitate an adaptation of the contract.
• Support local supplier qualification assessment.
• Support the development of the contract implementation plan.
• Support initial and on-going spot buy reduction initiatives locally.
• Provide support and necessary local contacts during initial spot buy reduction exercise.
• Execute end-to-end local sourcing activities on Logistics, IS/BS and MKT & Sales as aligned with Spend Area team
• Initiate and lead Productivity programs for assigned local sourcing scopes to meet or exceed the target
• Deliver DPO “Days Payable Outstanding” target through payment terms extension, Supply Chain Financing or other means through negotiation with local vendors in scope.

3. Manage local supplier relationship and business continuity plan:
• Work and align with Spend Area team on classification and categorization of suppliers, including definition of local supplier evaluation and audit policies.
• Continuously track supplier performance according to globally / regionally defined framework.
• Lead local supplier development activities, set-up cross functional review meetings with suppliers to improve performance and further reduce cost.
• Initiate and conduct local supplier audits/visit according to globally defined framework.
• Jointly work with Spend Area team to proactively identify supply continuity risks and develop mitigation and back up plans.

Job Requirements:
• University Degree (Qualification in Procurement is a plus).
• Minimum 3-year of working experience in this field at Consumer-Packaged Good Company.
• Proficiency in ERP/SAP systems are preferred.
• Good communication in Vietnamese and English (both verbal and writing skills).
• Analytical and problem-solving skills.
• Project management, stakeholder management and influencing skills.
