Procurement Officer

The responsibilities of Procurement Officer (Purchasing) is as follows:
• Ensure that the procurement activities undertaken meet Vietnamese regulations, NSRP procedures and policies.
• Ensure proper selection of bidders, timely issuance of bid document, through evaluation and recommendation to appropriate approval.
• Prepare and coordinate with user department, Legal official for preparing, reviewing of Invitation to Bid, tender document, contract term and condition, scope of work, technical specification and finalize the contract.
• Invite the identified suitable and qualified bidder to participate the bidding and tender exercise.
• Monitor and ensure all contractual documents are submitted by the contractor in accordance with the contract.
• Safekeeping of bid packages and bond, performance bond, insurance certificate, etc.
• Expedite work for timely delivery of materials and equipment, and timely completion of services.
• Assist and coordinate to ensure availability of materials and equipment that meet the schedule, budget, specification, and quality as required by users.
• Monitor performance of vendor / supplier.
• Ensure that all the above procurement and contracting undertaken are handled expeditiously, cost effective, and best value deals in line with company policies procurement and integrity of purchasing and contracting.
• Generate all individual procurement report as required.
• Perform other tasks assigned by Procurement Leader/Manager.

Education Level: Minimum qualification required:
- University Degree level
- Degree in Business Administration or Economics or any Engineering disciplines

Work experience: Minimum years and type of experience required:
- At least 5 years of working experience in purchasing/bidding
- Familiar with Incoterm 2000/2010
- Experience working in Oil and Gas industry, utility, oil/gas engineering sector, contractor or client side is prefer
- Experience of SAP or equivalent procurement and e‐procurement systems is preferred
- Experience in import/export
