Summary: The U.S. Mission in Hanoi is seeking an eligible and qualified applicant for the position of Procurement Agent (Contract) in its General Services Office (GSO).
The work schedule for this position is: Full Time (40 hours per week)
Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Duties: Under the supervision of the Procurement Supervisor, incumbent of the position will handle all commercial and service contracts and perform the full range of contracting functions. The incumbent will manage post’s most complex contracts which include but are not limited to special contracts for construction, architect-engineer designs, performance-based contracts, and Indefinite Quantity Indefinite Delivery (IQID) contracts.
The incumbent will identify, negotiate for, and purchase from overseas and local vendors those supplies and services needed to support Embassy Hanoi and perform other duties as assigned.

* Requirements:
EXPERIENCE: Must have at least three of experience in procurement or contract administration, which is progressively more complicated in nature.
* JOB KNOWLEDGE: Must have
• Ability to understand and interpret Federal Acquisition Regulations (FAR), the Department of State Acquisitions Regulations (DOSAR) and corresponding Foreign Affairs Manual (FAM), Foreign affairs Handbooks (FAH), and Office of the Procurement Executive (OPE) regulations and guidance.
• Knowledge of local business and industry practices, trends, and pricing.
* Evaluations:
LANGUAGE: (This will be tested.)
• Level 3 (Good working knowledge) Speaking/Reading/Writing English is required.
• Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
*SKILLS AND ABILITIES: Must
• Have deep experience with contract management.
• Be customer-service oriented and be able to deal tactfully and effectively with a variety of local and overseas vendors and U.S. citizen clients.
• Be able to work as an effective team member and have exceptional interpersonal and negotiating skills.
• Have intermediate Microsoft Office skills and advanced Internet searching capabilities.
• Possess strong mathematical skills and be able to work within a budget.
