Summary: The U.S. Mission in Hanoi is seeking an eligible and qualified applicant for the position of Plumber in its General Services Office (GSO).

The work schedule for this position is:
• Full Time (40 hours per week)

Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: No

Duties: Under the supervision of the General Services Officer and General Services Housing Supervisor, incumbent of the position will be the liaison for the housing office with landlords of USG leased properties on maintenance and repair work to the facilities’ mechanical and plumbing systems throughout the (# of properties) residential owned/leased properties. S/he will receive written or verbal request for maintenance services and ascertain all of the necessary information to determine whether work is of a routine or emergency nature.

Qualifications and Evaluations

Education: Completion of secondary school (grade 12) in addition to vocational training or apprenticeship as plumber is required.

Requirements:

EXPERIENCE: At least two years of work as a plumber or maintenance technician working with plumbing systems in an institutional or commercial building setting is required.

JOB KNOWLEDGE:
• Must possess job knowledge to include basic math, and the ability to use measurement tools needed to lay and cut shaped, threaded, and joined materials.
• Must be familiar with international building, mechanical, and plumbing codes to be able to perform installation, maintenance, and repair work to meet code requirement.
• A general knowledge of building systems and operations, mechanical principles and theories, and familiarization of the proper use and hazards of chemical material is required.
• Knowledge of normal, standby, and emergency modes of utilities is required.

Evaluations:

LANGUAGE: Level 2 (Limited knowledge) Speaking/Reading/Writing English is required.
(This will be tested.)
Level 3 (Good working knowledge) Speaking/Reading/Writing Vietnamese is required.

SKILLS AND ABILITIES: Must have:

• Abilities in diagnosing and repairing water systems, water pumps, and hot water systems; testing domestic water system components, and taking equipment readings with various meters, hand tools, power tools, and specialty tools to determine repairs.
• Abilities include responding to emergency situations in an efficient and timely manner to effect immediate repairs; work in various adverse conditions such as tight or enclosed spaces, heights, and temperature extremes, indoors or outdoors to complete work assignments; communicate orally and in writing with co-workers, contractors and vendors to obtain and provide pertinent information.
• A motorbike driver’s license.
• Strong interpersonal skills and be able to handle a large workload and multiple tasks.

Qualifications: All applicants under consideration will be required to pass medical and security certifications.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
