P&e Project Manager

Job Purpose:
• Assigned for company strategic and other related major investment project execution management, support company sustainable growth;
• Assigned for major CAPEX project management, ensures the CAPEX project delivery in safety, on schedule, with scope &quality, and control project cost within budget as planned.
• Support global CAPEX project management standardization; ensure the CAPEX investment project execution following company standards.

Responsibilities:
• Responsible for the engineering, procurement and construction part of the CAPEX project;
• Defines project standards;
• Selects and leads a multidisciplinary project team including the several engineering disciplines such as process technology, HSE, piping & layout, mechanical equipment, civil, HVAC & utilities, electrical, instrumentation, automation;
• Develops functional design / basis of design / basic eng. Design;
• Responsible that HS 2, 3, 4 and hazdem/hazcon are carried out;
• Reports about the status of the project. The monthly status report includes safety, time, costs, organization, quality and risks;
• Decides if a dedicated Engineering Manager is required;
• Assigns Engineering Manager and Construction Manager;
• Develops project execution plan for each of the phases of the project, in cooperation with the Project Leader;
• Performs value analysis / value based evaluation;
• Prepares cost estimates in the various phases of the project, accuracy depending on the specific phase;
• Identifies and limits scope changes, and indicates consequences on quality, budget and timeline; asks the Project Leader for approval, organizes design change reviews;
• Identifies risk and defines mitigating actions in cooperation with the Project Leader;
• Selects appropriate contracting model (costs-plus, lump-sum, ..) in cooperation with Project Leader and Purchasing Officer.
• Foresee the Schedule & cost impact from project authority related permitting & Acceptance uncertain, take measures in advance to reduce & eliminate the impact and ensure the project delivery as plan;
• Handling the difficulties in contractor safety management especially in current lower economic situation, how to ensure project safety with limited safety cost and unexpected contractor’s labor safety behavior.

Working Location: Bien Hoa, Dong Nai & SEA region

• Good communication skill & coordination capability, be familiar with CAPEX project stakeholder management;
• Ability to oversee the impact of the project and execute relation and interface management;
• Ability to manage the project team and handle confrontational situations effectively;
• Familiarity with site Environmental, Health and Safety compliance and review requirements;
• Thorough understanding of project management methodology, engineering standards, HSE procedures and financials in accordance with existing job descriptions;
• 4 years proven experience as Project Manager in a comparable project.
