National Statistics Specialist: 01 Position ( Full-Time, with Experience in Gender Issues)

We are urgently looking for an experienced staff to fill in the position of National Statistics Specialist working for an Asian Development Bank-funded project in Hanoi for 1 year (Full-time).
The specialist will, in consultation with the international gender specialist, assist with the preparation and implementation of the gap analysis and design of an action plan for MPI’s and GSO’s collection, management, and use of data on WSMEs. As requested, the consultant will provide inputs into parallel dissemination work. The specialist, in consultation with the international/national gender legal specialist and national SME policy specialist, will:
(i) Review current information and criteria or indicator on WSMEs in Vietnam;
(ii) Conduct a gap analysis of the data on WSME to provide recommendations on using gender data in making policy for WSME;
(iii) Closely with international/national gender legal specialist and national SME policy specialist to identify the necessary indicators related to WSMEs that can be collected or updated from annual enterprise survey/economic census;
(iv) Work with GSO and local stakeholders to develop an action plan to strengthen WSME’s collection;
(v) Design questionnaire, including gender indicators to collect or update indicators integrated in enterprise survey/economic census;
(vi) Consult national SME policy specialist to recommend solutions on how to maintain and update data of WSME.
Assignment duration: 12 months (starting in the 2nd Quarter of 2020)

Required:
- The national gender statistics specialist will have a master’s degree, preferably in statistics, data science or a related field.
- The specialist should have at least 5 years of experience in designing, implementing, and National statistical systems in Viet Nam.
- National Specialist should be fluent in Vietnamese and in English and assist in communication with local stakeholders and translation of documents
