National SME Policy Specialist: 01 Position ( Full-Time)

We are urgently looking for an experienced staff to fill in the position of National SME Policy Specialist working for an an Asian Development Bank-funded project in Hanoi for 1 year (Full-time).

The specialist, in consultation with the international/national gender legal specialist and national gender data specialist, will:
i. Review regulations and implementation on enabling business environment and enterprise supporting plans/strategies and SME supporting policies, including women-led SMEs;
ii. Closely working with relevant ministries, agencies, provincial level and associations to evaluation on SME policies, programs or strategies;
iii. Cooperate with international/national gender legal specialist to provide recommendations on how to enhance WSMEs’ access to financial resources and how to incorporate actions to support SMEs and WSMEs.
iv. Cooperate with national gender data specialist to work with General Statistics Office (GSO) to identify information and indicators related to WSMEs for collecting and updating integrated in annual enterprise survey/economic census.
v. Supporting selected provincial governments to design and implement plans, programs or proposals for supporting WSMEs or incorporate actions of supporting WSMEs in provincial-level plans/programs under SME Law;
vi. Consult Ministry of Planning and Investment in using provincial best practices to design future national policies and strategies related to SMEs and WSMEs’;
vii. Studying barriers to women’s economic empowerment and providing recommendations how to build capacity for women-led micro enterprises and women-led business households.

Assignment duration: 12 months (starting in the 2nd Quarter of 2020)

- The national SME policy specialist will have a master’s degree.
- The specialist should have at least 10 years of public policy, business administration, legal experience or related field.
- Experience advising on policies or laws related to SME development and women’s entrepreneurship would be advantageous
