We are urgently looking for an experienced staff to fill in the position of National Finance Specialist/Project Coordinator working for an Asian Development Bank-funded project in Hanoi for 2.5 years (full-time).
In coordination with the international finance specialist and other consultants, this position will:
(i) design a survey to identify challenges faced by women entrepreneurs in accessing finance from formal financial institutions and
(ii) prepare and implement the gap analysis and action plan for the 4 financial institution (FIs) and 1 non-financial institution.
The National Finance Specialist is also responsible for project coordination tasks including coordination with different national stakeholders, organizing missions and events, and reporting. The position will field up to 10 one-month missions. The National Finance Specialist will also assist the international gender policy specialist and the national gender legal specialist on the review of the national Women-owned SME (WSME) policy framework. As requested, the consultant will provide inputs into parallel dissemination work. The National Specialist should be fluent in Vietnamese and in English and assist in communication with local stakeholders and translation of documents.
Assignment duration: 30 months (starting in the 2nd Quarter of 2020)
Working months total: 30 months (full-time and continuously)
Working months in field: 10 months
International trips: 0
Domestic trips: 10

- The National Finance Specialist will have a master’s degree (PhD is preferred) in business, finance, banking, or related field.
- The position should have at least 10 years of experience in training and banking and finance, including financial service providers and WSMEs in Viet Nam
