ASSIGNMENT TYPE: COOPERATING COUNTRY NATIONAL (CCN)
LOCATION: BIÊN HÒA, VIETNAM

SUMMARY
Perform detailed work, analyze findings, prepare reports, and make recommendations for activities related to finalizing the remedial approach and selection of the preferred treatment of technology(ies) for dioxin remediation. Accurately interpret, apply and explain applicable codes, laws, regulations, policies and procedures. Understand and follow departmental policies. Serve as a consultant to Site Operations for the purpose of achieving full compliance with applicable requirements pertaining to Industrial Safety. Conduct frequent inspections of site facilities and job performance to ensure compliance with requirements and safety of personnel. Conduct reviews of site procedures, purchase requisitions and work instructions to ensure hazards are appropriately defined and mitigated.

ROLE AND RESPONSIBILITIES
o Assist in the development of a site-wide Health & Safety Plan (HASP). The HASP must be prepared in compliance with applicable United States Occupational Safety and Health Administration (OSHA) regulations and EM 385-1-1 US Army Corps of Engineers Safety and Health Requirements Manual.
o Implementation of HASP to include the following:
o Education and training
o Activity hazard analysis
o Hazard communication (chemical and physical)
o Site control
o Safety reviews and monitoring
o Personal protective equipment
o Work practices
o Maintenance and calibration of safety equipment
o Medical surveillance, including baseline surveys and dioxin blood serum testing
o Emergency response and evacuation
o Spill Response, decontamination, and waste management
o Accident investigation and reporting
o Review all contractor safety submittals, shop drawing, and preconstruction submittals.
o Monitor contractor compliance and adherence with their safety plans.
o Perform routine Surveillance/Audits of site Contractor Quality Control Programs.
o Reviews documentation for the certification of construction and testing equipment.

QUALIFICATIONS AND EDUCATION REQUIREMENTS
o Post-secondary education or industry recognized certification
o Minimum ten (10) years of continuous construction industry safety experience in supervising/managing general construction (managing safety programs or processes or conducting hazard analyses and developing controls).
o Proficient written and spoken English and Vietnamese skills are required.
o Excellent technical writing and verbal communication skills.

PREFERRED SKILLS / QUALIFICATIONS
o Experience with remediation projects.
o Experience with USAID-funded projects.
