Salary: US$13,797(annually)

Who May Apply: For USEFM - FS is FP-6; US$48,135(Starting Salary). Actual FS salary determined by Washington D.C.

Summary: The U.S. Mission in Hanoi is seeking an eligible and qualified applicant for the position of Interpreter in its Centers for Disease Control and Prevention (CDC).

The work schedule for this position is:
• Full Time (40 hours per week)

Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties: Incumbent of this position will provide simultaneous interpretation for senior CDC management officers and visitors particularly the Country Director, Deputy Country Director, and Program Directors and Deputies at high-level meetings with Government of Vietnam officials, technical conferences/workshops/trainings, and site visits. The incumbent will translate all internal documents for all senior CDC management officers such as reports, guidelines, policies, and other public health documents, from Vietnamese into English and vice-versa; assist Temporary Duty Personnel with interpretation/translation, take minutes of meetings, translate and distribute to related stakeholders; provide other interpretation services as necessary. In addition, the incumbent also will provide program supports for the technical Team. S/he will provide office services support by inputting data, gathering information, preparing reports, and maintaining files. The incumbent will also provide other administrative support to the Technical team, and perform other duties as assigned. The incumbent will report to the Senior Administrative Management Specialist/Office Manager who will supervise routine activities and complete evaluations with input from the Deputy Country Director.

Qualifications and Evaluations

Education: A Bachelors Degree in English language, business, or International Affairs is required.

Requirements:

EXPERIENCE: At least 5 year experience in government, international organization, business or academic setting with interpretation and or/translation responsibilities is required.

JOB KNOWLEDGE:

• Must have understanding of Vietnam and its culture, people, social systems, practices and issues.
• Must have appropriate knowledge of the US and its culture, people, values, etc.
• Must have or be capable of quickly developing extensive and in-depth knowledge of the Vietnamese Government and its organizational structure, policies, legislation, ongoing developments, objectives, tendencies, problems, etc. as well as its various relations with the US.
• Must have or be capable of quickly developing knowledge of public health issues, structure, etc.

Evaluations:

LANGUAGE: Level 4(fluent) Speaking/Reading/Writing English is required.
(This will be tested.)
Level 4(fluent) Speaking/Reading/Writing Vietnamese is required.

SKILLS AND ABILITIES: Must have/be able to:

• Read, speak, and write fluently in English and Vietnamese and to communicate accurately and effectively orally and in written form to a wide range of audiences.
• Excellent concentration skills in order to pace interpreting and ensure accuracy.
• Understanding of/or ability to quickly develop understanding of public health and medical terminology.
• Conduct research and analysis in order to acquire new technical vocabulary as needed.
• Develop and maintain high-level working contacts. Must be personable and able to mingle easily with a range of individuals and in a variety of settings, and willing to make and develop contact with a range of USG and GVN officials, service providers, etc. as required without supervision.
• Be proficient in the use of Microsoft Outlook, Word, PowerPoint, and Excel programs.
• Outstanding administrative and organizational skills.

Qualifications: All applicants under consideration will be required to pass medical and security certifications.

* IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
