Integrated Logistics Support (ILS) Manager (Metro Operation and Maintenance Manager)

Well established in Vietnam, Alstom has completed several projects both in mainline and in urban transport solutions successfully in the country. In January 2017, Alstom as leader of a consortium, signed a contract with Hanoi Metropolitan Railway Management Board (MRB) to supply a metro system for Hanoi metro line 3. This is the first integrated metro system contract for Alstom in Vietnam.

* Purpose of the job
Support the execution of the ILS works, by :
• Coordinating ILS activities regarding UJV scope within Hanoï L3 Metro project
• Ensuring that contractual obligations relative to ILS are taken into account by the partners and delivered coherently and in a timely manner
• Representing and being the contact point within the Project regarding ILS
• Ensuring the global coordination of the Operation and Maintenance Training with the partners and the Employer
Interface with Customer in order to establish and maintain trust.

* Mission
In compliance with the terms of the Contract and the Consortium strategy, the ILS Manager is responsible for developing ILS methodology within the UJVconsortium of the Hanoï L3 Metro project and obtain that contractual requirements regarding maintainability, spares and tools, Operation & Maintenance (O&M) documentation and training are met.
His ILS role is to ensure following missions :
• Integration of the O&M needs during design;
• Supervision and control the O&M Studies;
• Support the development at the Railway system level of maintainability analysis, maintenance plans, Spare parts, Tools, and Training in line with the contract, the design and the O&M needs;
• Support the developpement of the obsolescence strategy and its implementation;
• Coordinate and control the production of a coherent set of O&M Manuals by the sub-entities;
• Ensures O&M training is properly prepared as per the contractual requirements, managed, delivered and accepted by the customer;
• On the basis of the Contract requirements, draft and maintain/update the management plans, processes, procedures, methods, and any other elements necessary for a proper execution of the ILS & Training activities, throughout the entire duration of the Contract
• Ensure that the above are properly implemented by the partners for their respective scopes
• Organize, where appropriate, the training of the UJV Consortium teams about the management plans, processes, procedures, methods and tools related to ILS & Training activities
• Coordinate the ILS & Training deliverables production by the partners; review those deliverables to ensure consistency and compliance; consolidate those deliverables before review and submission, whenever applicable
• Draft and maintain/update the schedules related to the ILS & Training activities, with a particular focus on interfaces between ILS & Training activities and the other Project activities
• Coordinate Partners ILS & Training schedules, with a particular focus on the sequences/durations of the Integrated Logistics Support & Training activities and interfaces between ILS & Training activities and the other consortium activities
• Analyze progress of ILS & Training activities and propose recovery plan in case of delay
• Consolidate the ILS & Training reporting
