HSE Supervisor

Purpose:
Referring to the HSE policies in place at Branch and Group level, coordinate, develop and implement the procedures and systems within his scope of responsibility, in order to ensure the operational managers integrate the HSE Line issues and challenges, and guarantee the safety of people and property.

Main activities:
Implement the HSE policy
- Help to define the methods and procedures to be applied within your scope of responsibility
- Define health and safety indicators related to the objectives to reach within your scope of responsibility
- Monitor the implementation of tactical guidelines defined by operational managers
- Implement the risk analyses and resulting action plans for risk management
- Ensure that the practices within your entity/business comply with Group,
Business Line and BU-level policies
- Exert your duty of alarm towards managers, potentially outside line management
Coordinate and manage all Health and Safety Local Officers
- Contribute to recruiting N-1 prevention officers
- Contribute in ensuring the legitimacy and positioning of prevention officers, make sure that they get enough financial means
- Anticipate and identify Health and Safety problems that may arise within your scope of responsibility
- Ensure overall coherence within his scope of responsibility by coordinating and distributing activity plans to be implemented by local HSE Local Officers and by providing them with the necessary operational support
- Act as a point of contact for Health and Safety Officers and operational managers at the sites under his responsibility
- Manage and lead his network by promoting the exchange of practices and sharing of resources
- Act as the contact person between the site and Corporate
- Actively contribute to the efficiency of the Functional Line, the improvement of responses to HSE issues, and the creation of a HSE culture
Contribute to training
- Help to assess needs by applying your knowledge of requirements in the field
- Contribute to defining specifications for certain training courses (e.g. educational objectives, target audience, duration, resources, content) in his area of responsibility
- Organise and lead training sessions depending on the requirements expressed by internal customers
- If need be, call in external stakeholders to lead training sessions
Check adherence to the defined regulations and procedures in the field
- Perform regulatory and technical monitoring
- Visit sites within his scope of responsibility to ensure adherence to regulations and defined procedures regarding people and equipment
- Identify and analyse risks and pass on related information to line management
- Help to define preventive/corrective measures
- Monitor the implementation of selected measures
Organize feedbacks for continuous improvement
- Manage the benchmarking of good HSE practices applied in the Group and in other companies and propose that could be adopted within his scope of responsibility
- Analyse the weaknesses detected and the incidents/accidents having occured within or outside his scope of responsibility in order to identify potential risk situations, and ensure they are notified to his management .
- Oversee the process of identifying deep-lying causes of dysfunctions
- Draw on the watch undertaken and feedback obtained to give opinions and warnings to operational management and his own management and anticipate improvements to be made within his scope of responsibility.





Organize follow-up & reporting
- Put in place and track the reporting tools and HSE indicators within his scope of responsibility
- Collect the data forwarded by the Prevention Officers, check its quality, and ensure its consolidation and analysis
- Undertake a Health and Safety analysis within his scope of responsibility
- Forward collated data and his analysis to his management
Manage relations with internal and external stakeholders
- Participate in the global strategy of the entity, including business activities
- Act as the point of contact for employee representative bodies
- Coordinate subcontractors and external stakeholders
Guide and improve the Health and Safety Functional Line and encourage professional development within this Functional Line
- Organise and run the HSE Functional Line communication throughout your scope of responsibility
- Initiate, foster and roll out tools to encourage professional development of the Health &Safety function with a view to making it a strategic lever
- Promote coordination, internal cohesion and exchange with the other Coordinators
Represent, promote and enhance the value of the Functional Line both internally and externally
- Be the health and safety referent at the sites under his responsibility
- Represent the HSE Functional Line within his scope of responsibility both internally and externally
- Promote the Group policy within your scope of responsibility

- Minimum 10 years experience in HSE
- Good at English
- Working time: From 08:00 to 17:00, Monday to Saturday, excluding the Vietnamese holidays.
