HSE Manager (Bac Ninh)

Key Roles & Responsibilities (to elaborate on R&Rs. Optional):

1. Appointed Workplace Safety & Health Officer and Secretary of Site HSE&S
Committee in line with the requirements of Workplace Safety & Health Act.
2. Appointed Fire Safety Manager in line with the requirements of Fire Safety
Regulations.
3. Appointed Working at Height and Confined Space Safety Assessor in line with the
requirements of Workplace Safety & Health Act.
4. Implementation and enforcement of permit-to-work (including issue General permit,
Working-At-Height permit, Hot Work permit, confined space entry permit &
Excavation permit).
5. Appointed Risk Management Leader in line with the requirements of Workplace
Safety & Health (Risk Management) Regulations.
6. Implement improvement plans to meet AkzoNobel objectives as defined in the
Common platform with special focus on SAQ & LSR requirements and ensure that
annual SAQ-Reviews are performed
7. Work closely with Behaviour Based Safety (BBS) Steering Committee and offer
advice relating to HSE matters.
8. Maintain ISO14001 Environmental Management Systems (EMS) and OHSAS18001
Occupational Health &Safety Management Systems (OH&SMS) for the Site
9. Appointed Internal Auditor for ISO14001 EMS and OHSAS18001 OH&SMS.
10. Carry out HSE&S daily/monthly inspection/audit.
11. Appointed as Trainer in conducting HSE&S related trainings.
12. Support Line Managers to ensure HSE&S and Corporate HSE&S SAQ are in
complying with Ministry of Manpower regulations, AkzoNobel and International
Paints policies, directives and standards.
13. Provide HSE advice to management especially but not limited to the following HSE
aspects:
• Machine safety and Guarding
• Personal protective equipment
• Handling of dangerous substances.
14. Participate in carrying out investigation and support to track follow-up actions
identified from incidents or accidents investigations and share learnings from
incidents/ accidents form other sites
15. Assist in incident and crisis management.
16. Conduct HSE&S legal compliance analysis regularly and report any short-coming to
management.
17. Consolidate HSE reports and submit HSE KPIs to Corporate, BU, sBU and site
management and ensure compliant incident/accident reporting via the Incident
reporting system (IRS).
18. Carry out tests and monitoring of waste water, solid waste, industrial hygiene and
noise and ensure adequate reporting and communication to local authorities in
compliance with local regulations
19. Perform annual assessment of safety and health and environmental aspects/
impacts for all departments and update responsible department leaders on the
results and make suggestions for improvement and stimulate and support the
implementation.

• Bachelor or Master Degree on Chemistry, safety, environment/ labour safety
• At least 5 year experience in HSE within manufacturing industry preferable in paint
industry.
• Good Knowledge in HSE requirements for powder coatings manufacturing or similar
industry including dust explosion prevention
• Understand local and global safety standards and regulatory requirement
• Experience with operation process equipment is desired
• Deeply understand about chemical & hazards
• Familiar with site safety procedures and emergency action plan
