HSE Executive / Supervisor

A. Overall Role Objective
The position is based in Phu My Warehouse (BRVT Province).
The HSE Executive/Supervisor’s role is to increase the overall level of HSE at Manuchar Vietnam operations in order to ensure compliance to Manuchar, regulatory standards and Customer requirements.

In order to do this, the HSE Supervisor provides close support to the Vietnam QHSE Manager and Vietnam COO in the management of the HSE practices of the organization that includes;
1. Strict compliance to Vietnamese HSE regulations (reporting, organization…)
2. Operational Risk controls & safety practices including injury reporting, audit, and training activities, where employee safety is paramount.
3. Continuous improvement via corrective and preventative actions and complaint management.
4. Responsibility activities related to Environment, Social responsibility and Employee welfare.
5. Support to the QA/QC Manager/QHSE Manager for QA/QC activities in Phu My warehouse

B. Responsibilities & Expected Results
The HSE Supervisor’s specific responsibilities include:

 Assessing and monitoring systematically the extent in which the HSE standards are met by our operations in compliance to Manuchar standards, Government and local regulations requirements.

 Ensure that Manuchar Vietnam is aware of latest HSE Vietnamese regulation and that they are well in place at Company level.

 In charge of issuing Reports and mandatory documentation to the Authorities as per Vietnamese regulation

 Prioritization of improvement activities within the organization that need to be supported in terms of improving HSE for Operations and defining the most cost-effective way to implement and maintain the required level of HSE.
The prioritization of actions should further be based on the:
• Current level of HSE practice and improvement plan from this point
• Compliance to Vietnamese regulations
• Develop the Manuchar HSE awareness in all our Activities
• Develop HSE tools to control the implementation of actions and report to the Management accordingly

 Guiding the Manuchar Vietnam employees, in implementing HSE processes including: Policy & Standard operating practices/processes, Training Manuchar’s Employees (including regular refresh training/new comer training) on health & safety culture as well supporting the other departments in achievement of their HSE goal.

 Support the QHSE Manager for creating an adequate support infrastructure to monitor, manage and communicate all HSE related matters to the Manuchar Vietnam executive management. The HSE Supervisor is in charge to analyze the risk of incidents/accident/injuries at the work place and to work out measures (HSE Patrol/audit; action plan definition…) with issuance of regular reports. Moreover in case of accident/incident, the HSE Supervisor must analyze and issue a report including a root cause analysis and improvement Action / preventative actions

 Organize periodic trainings for employees for fire safety/prevention and emergency evacuation (for all Sites including the Main Office).

 Responsible for internal & external documentation for all HSE reports (including requirements from Authorities)

 Ensuring continuous enthusiasm, support and attention for HSE throughout the company in support of the QHSE objective. Improving the Safety Awareness by developing a better communication and/or better tools to achieve this

 Support and assistance for the Vietnam QHSE Manager and the COO for environmental and social responsibility activities & compliance
• Reporting on KPIs in relation to energy, waste, recycling and environmental topics to local, regional and global management.

 Support and assistance for the Vietnam QHSE Manager and the QA/QC Manager on Quality Control

• Bachelor Degree
• Good understanding in global (chemical) distribution business.
• Knowledge of warehousing, logistics, distribution operations.
• Have at least 4 years experience in HSE field (warehousing, logistic, transport)
• Structured approach and ability to maintain and communicate a clear overview of plans/progress.
• Pragmatic and hands-on attitude focusing on getting actual results (solution oriented).
• Ability to work with management, administration staff, warehouse-workers, etc.
• Strong communication skills: ability to listen, to convince and to create/maintain enthusiasm with communications in both English and Vietnamese.
• Be able to work under high pressure.
• Willing to go on business trip for Company’s projects (HCMC, Dong Nai…).
