Size: 100 employees
JOB DESCRIPTION
Take full responsibility in all spectrums of HR functions, covering manpower planning and control, recruitment, employment, compensation, salary and welfare administration, labor relations, health and safety, and staff training and development.
Manpower planning and control
- Prepare the yearly manpower plan and budgets
- Forecast future manpower deficits and surpluses and recommend strategic plans for maintaining optimal staffing level to cope with operation needs.
- Design the set of job description for each position
Managing recruitment and employment
- Establish and maintain contact with external recruitment sources
- Network with local organizations (e.g., hotel association and peers) to source candidates for current or future openings
- Partner with vendor partners to ensure effective advertisement efforts are being utilized for open positions to attract a diverse candidate pool
- Be responsible for full circle recruiting to select right candidate for all vacant positions
- Prepare offer letter for candidates and submit the proposal of recruitment to HR Dept. of the Group
- Manage labor contracts, renewal labor contract
Employee benefits
- Conduct research on market trend and practice, and advise the Management on review if necessary (e.g. annual salary review or periodical review)
- Develop and suggest a comprehensive payroll & remuneration policies
- Supervise the HR administration to ensure local employee's benefits are competitive and payments are made according to the HR policies and legal compliance
- Issue uniform, offer staff meal, manage transportation and accommodation expenses, health-check and other facilities
- Work with the local labor authority, health insurance & social insurance authority for all related matters
- Plan and work out benefits programs to promote safety and health of employees
Managing employee development
- Devise the training plans, objectives and budget
- Analyze the training needs and co-ordinate with all Department Heads in designing and organizing the training courses
- Ensure coordination and facilitation of new hire orientation program to generate a positive first impression for employees and emphasize the importance of guest service in company culture
- Monitor the performance appraisal of employees
Maintaining employee relations
- Assist in maintaining effective employee communication channels (e.g., develop daily communications and assist with regularly scheduled meetings)
- Maintain good relation between employees and the Management and among employees themselves.
- Counsel and train managers on employee relations issues, resolve employee grievances, implement various employee relations programs to maintain a pro-employee environment that ultimately limits turnover
- Organize employee relation activities to create ideal working center
Execution Administrative Tasks
- Ensure efficient office administration procedures (personnel files, security & safety system, administrative expenses)
- Ensure that all personnel records are maintained, filed and updated in the HR System
- Organize company meetings, conferences and events
- Establish and maintain a good working relations with all departments and all external contacts: local government officials, labor, tax, immigration and lawyer’s office and training institutions
- Conduct the procedure to get the certificate of ISO, HACCP, preventing & fighting fire, environment, …
- Be responsible for work permits and residence cards application for overseas hired employees
Devise and editing Resort Regulation, policies, processes, employment agreement in accordance with the Management needs.

Yêu cầu ứng viên
- University degree, majored in Business Administration / HR Management
- Minimum 8 years HR experience, of which, at least 3 years at managerial level
- Prior hospitality experience preferred in the Human Resource Manager position in an international 4-5 star hotel/resort, especially in pre-opening phase
- Well understanding the local workforce
- Excellent written and verbal communication skills in English is a must
- Leadership and presentation skill
- Strong communication and interpersonal skill
- Work independently and self-motivated and highly integrity.
