Position Objective
Human Resources Assistant assists Human Resources Manager in the management of three schools ISHCMC, American Academy, and ISSP all the contractual responsibility for expatriate and local employees as required, in particular payroll for Expat staff and all allowance and fringe benefits relate to relocation and repatriation for Expat staff.
Responsibilities
HR Assistant Manager reports directly to the Senior HR Manager on daily basis, and perform a full range of duties, including but not limited to:
Recruitment and Staffing
• Monitors applications and develops/reports to HR Manager timely the database of qualified Expatriate candidates; proceeds screening and create shortlist for interviews when required.
• Be responsible for posting/updating all recruitment publications e.g. Cognita career websites through recruitment agencies (e.g. SA, TIE, CIS etc.)/fairs and international publications.
• Provides advice to newly hire expatriate employees as required for issues such as working permits, visas, freight, air fares, notarizations, reimbursement and other expatriation issues.
• Works closely with the School’s approved moving companies and travel agents for the inbound/outbound shipment and flights arrangements for new hires, returning and departing expatriate’s staff.
• Monitors and timely reports to HR Manager all the reports related to HR activities.
Training and Development
• Assists to manage the Orientation/Induction program for newly hired expatriate staff.
• Work closely with HR Assistant/PD Coordinator and assists HR Manager with the arrangements for Professional Development for both Expatriate and Vietnamese staff; monitors and timely reports to HR Manager the training and development costs.
• Work closely with HR Assistant/PD Coordinator and assists HR Manager in maintaining training results/records; assists to evaluate the effectiveness of the training courses.
Compensation and Benefits
• Assists HR Manager in payroll generation and tax declaration for expatriate staff, including payments for Substitutions.
• Assists with managing all employment contracts of expatriate staff to ensure accurate personnel files/records maintenance; in particular, all fringe benefits i.e. relocation/repatriation flights and baggage’s/shipping’s, annual flights etc. for Expat staff.
• Work closely with HR Administrative Officer, monitors and provides monthly attendance spreadsheets and relevant data of contractual salary and benefits, salary advance/deductions of expatriate employees for payroll generation.
• Assists HR Manager in termination/exit process for the expatriate staff members; assists HR Manager with monitoring and making reports of HR costs statistics.
HR Information System and Clerical Duties
• Assists to maintain employee database HRIS, employee profile ensuring all data updated accurately on timely basis.
• Maintains and updates all expatriate employees’ database; assists in developing reports for DoLISA, DOET on regular basis.
• Maintains and updates timely leave records of expatriate staffs; monitors and develops reports of absenteeism and turnover data on timely basis.
• Assists HR Manager in managing the school’s group health insurance for both Expatriate and Vietnamese staff.
• Undertakes other tasks as and when required.
The job holder’s responsibility for promoting and safeguarding the welfare of children and young person’s for whom s/he is responsible, or with whom s/he comes into contact will be to adhere to and ensure compliance with the relevant Cognita Safeguarding; Child Protection Policy and Procedures at all times. If in the course of carrying out the duties of the role, the job holder identifies any instance that a child is suffering or likely to suffer significant harm either at school or at home, s/he must report any concerns to the School’s Child Protection Officer/Designated Safeguarding Lead or to the Head of indeed to the Regional CEP so that a referral can be made accordingly to the relevant third part services.
