Head of IT Infrastructure and IT Governance & Security

Job Purpose *

The key purposes of the role are to support business requirements and manage IT Infra & Helpdesk team as well as IT Governance & Security team, including all of IT relevant daily works of and infrastructure support, develop/explore IT strategic solutions to ensure business get a cutting-edge technology infrastructure, advance competitiveness. Manager and drive the dilivery of critical projects to transform Technology services to serve business.

Key Responsibilities *
1. Daily tasks
- Managing IT Infrastructure and Security Governance teams to support business requirement
- Working cohesively with IT teams to get/provide the relevant support
- In charge of hardware and IT infrastructure/NW matters for the entire bank, including PAR preparation
- Liaise with IT application and system vendors and other relevant services providers
- Lead IT Quality Assurance & Compliance: Being responsible for developing, administering and monitoring the local IT governance, IT related policies, standards & procedures. Working on analysis, improvement and development of IT processes and procedures. Ensuring the compliance of IT functions with local regulatory requirements. Liaising internal and external for audit activities. Leading the team for Data Governance exercise.
- IT Security & Risk: Review IT security issues to identify root causes and trends and recommend controls to address these issues. Facilitating and conducting IT risk management activities (e.g. risk assessment, gap analysis, business impact analysis, control self-assessment) for internal application projects, critical processes and external application services. Drive, facilitate and ensure completeness of Risk & Control Self-Assessment (RCSA) within IT.

2. Control and Monitoring
- Monitor Information Security
- Monitor Technology cost (total and unit cost basis), IT purchases within approved budget
- Monitor vendor’s performance and SLA.
- Monitor regional IT supports and SLA.
- Control IT system administration such as creating User ID, authority set up, setting up new products, UAT…

3. Reporting
- Provide regular and ad-hoc reports for management regarding project progress, user management statistics and matters related to IT depts

4. Risk Management / Regulatory Compliance
- Full understanding of and compliance with own area’s internal policy and procedural requirements as well as regulatory / statutory requirements from State Bank and other statutory / regulatory bodies.
- Follow regional standard/guidelines of project management as well as meet auditing requirements
- Ensure all issues/incidents are reported in timely manner and have properly follow up till it has been solved.
- Ensure sufficient back up/DR/BCP capabilities to support business and future growth.

5. People Management / Team Work
- Actively assist other team members to fulfil department’s work within the set time frame.
- Assit Head of Technology & Operations on the management of IT team and/or escalate for further guidance.
- Develops, builds and leads an effective and cohesiven unit.
- Exchange and share “best practice” / lesson learnt from experienced problems to other teams members.

Job Specification *
Qualifications
Bachelor's Degree in the relevant discipline (Information Technology)
Relevant Work Experience
• 3 years experience in IT management role.
• Familiar with financial services and end-users’ expectation on systems.
• PM experience with at least 1 year invovlment in an IT related projects
• Awareness/relationship with regulatory bodies in Vietnam.
• Sound knowledge and experience in IT Security is an advantage
