As a key lead team member of a global set of businesses the Head of Health, Safety, Environment and Quality (HSEQ) will lead, guide and manage the overall provision of HSEQ services, policies, procedures and programs. This position will develop and provide technical and administrative direction on all HSEQ decisions, which bear critical importance to overall business objectives, operations, and profitability. With a keen eye on HSEQ, Fitness for Work and Wellbeing of people outcomes, the role will ensure that the company’s policies and practices are in accordance with statutory employment regulations.

Overall aspects of the role are:
• Directs resources and activities of the business to support the HSEQ programs by providing advice and guidance to the Functional Stream Leaders.
• Continually maintain an appropriate level of awareness, knowledge and preparedness across the business to create a culture that prioritizes effective HSEQ and balances overall associated costs.
• Review internal HSEQ policies, procedures and standards to ensure they are current and appropriate; conduct hazard and risk assessments and change existing, or develop new recommendations from these assessments
• Serve as the business expert within the field of health, safety and environment when called upon to address regulatory agency compliance issues, third party safety & liability consultants and subcontractor representatives.
• Responsible for the staffing and directing the HSEQ employees.
• Responsible for the development of an annual HSEQ budget recommendations and implementation.
• Provide regular written reports, as well as other production-related results and updates to the Functional Stream Leaders, COO and CEO.
• Assist teams in investigation of all incidents (/Recordable Incidents, Near Miss and First Aid) and ensure proper records are completed and submitted.
• Assist in implementation of corrective actions as it relates to the incident and ensure “lessons learned” are communicated throughout the business and are incorporated into the program, if necessary
• Devise, supervise, and coordinate training programs which will increase proficiency in safe practices and promote HSEQ consciousness
• Actively participate in the scheduling of HSEQ Engagement Activities across the business to monitor HSEQ performance against HSEQ Standards.
• Address specific reporting and record keeping requirements of Worksafe, EPA, etc., as well as other pertinent safety/regulatory compliance matters and to ensure business compliance

 
KEY OBJECTIVES
1. HSEQ Leadership
• Drive a culture of Felt Leadership wrt HSEQ. i.e. behavioural change associated presence and feeling that HSEQ is part of what we do and it’s not an option.
• Ensure HSEQ policies and standard are plus adherence to them is world class
• Influence and coach line management in HSEQ
• Communicate policies and HSEQ standards to line management

2. Incident Management
• Ensure a system exists to allow for all HSEQ incidents and near misses to be formally investigated and learning points actioned

3. Awareness and Participation
• Support employee participation in HSEQ initiatives including: hazard identification, assessment and control implementation, committees, tool box/prestart talks
• Facilitate the employee safety leadership team meeting (elected safety representatives).
• Identify, co-ordinate and implement HSEQ training.
• Develop sustainable HSEQ competencies in key personnel.

4. Injury and Risk Management
• Review treatment of first aid injuries when required
• Oversee the management of the first aid room and equipment to ensure appropriate standards are maintained
• Ensure through a robust audit program that the HSEQ policies and HSEQ Standards are implemented.
• Apply risk management principles to initiate new ideas and solutions to control potential risks
• Administer the HSEQ Induction Program to ensure all visitors, contractors and new employees are aware of their obligations

5. Safety, Health & Environmental Legislation
• Ensure all employees are aware and meet their obligations under relevant HSE legislation
• Apply legislative requirements and practice across the broad spectrum of hazards in the workplace

6. Quality Assurance
Ensure that the HSEQ Integrated Management System is appropriate to meet the quality objectives of the company, where:
• Products meet customer expectation;
• Products have identifiable quality features which provide a benefit to customers; and
• Quality is cost effective.

COMPETENCIES REQUIRED
QUALIFICATIONS AND LICENCES
• Relevant qualifications - bachelor’s degree or higher in Health, Safety, Environment, Engineering, or related technical field.
• Minimum 10 years of industrial construction HSEQ experience

TECHNICAL SKILLS AND EXPERIENCE
• Minimum 3 years’ experience in a HSEQ Leadership role or business equivalent.
• Working knowledge of HSE and legislation
• Working knowledge of Quality Assurance requirements
• Demonstrated high level of communication and interpersonal skills to build relationships with internal and external clients
• High level of written communication skills to produce succinct correspondence and reports.
• Experience in providing advice and support to senior managers on strategic and operational matters relating to HSEQ.
• Financial / budgetary experience

HSEQ ROLES AND RESPONSIBILITIES
All personnel are to comply with Austal HSEQ Standard requirements

• To promote and engage a HSEQ culture across all activities that supports the importance of effective HSEQ compliance
• To plan for HSEQ objectives
• Promote and engage in a ‘safety first’ culture that complies with stated regulations
• Promote and engage in a ‘risk based’ thinking culture where the assessment of risk is routinely considered
• Promote and support a ‘right first time’ culture to HSEQ objectives through defining role accountability, systems and processes to deliver product or services
• Support incident and non-conformance management through the reporting of all incidents
• Promote and implement continual improvement initiatives through corrective actions arising from incidents or non-conformances
