General Plant Manager - The Utility-Scale Solar Projects in Ninh Thuan

1. GENERAL DESCRIPTION

For the utility-scale solar projects (total of 405MW, 330MW in operation and 75MW under development) under the BIM/ACEV portfolio, the General Plant

Manager should be able to:
• Review and revise O&M manuals and procedures
• Interface with third party O&Ms (Bouygues, Juwi and Power China) on compliance, notices, disputes, claims, PR calculation, etc.
• Provide technical guidance, training and supervision to plant personnel
• Lead operations and maintenance activities not included in the O&M contract

A plus would be if the General Plant Manager has experience in managing utility-scale wind plant and could perform the above functions for the group’s future wind farm (100-150 MW, target COD is Aug 2021)

2. DUTIES AND RESPONSIBILITIES

Duties and responsibilities include, but are not limited to:

Head of Office Duties
• Supervise plant personnel to ensure that the O&M of the plant is done in accordance with approved O&M manuals and procedures
• Ensure all site personnel are able to implement the senior management’s strategy while adhering to the regulatory standards of business operations which includes health, safety and environment sustainability.
• Maintain and develop the solar (and wind) technical expertise of the site personnel
• Ensure that the Deputy General Plant Manager is fully prepared to assume the General Plant Manager role within 2 years
• Lead the risk management initiatives at the plant level ensuring business continuity is in place
• Prepares and monitors the plant budget. Works with the CFO in ensuring that operating expenses are within the approved budget.
• Oversees execution of the group’s environment and social management plans at the plant level; Reports to the management team and E&S Head for matters concerning ESG overall.
• Ensure the plant operates in line with the local law;

Performance monitoring
• Perform remote observation and assessment of all available plant data
• Perform analysis on plant data for reporting and evaluation purposes (1 set of reports for solar and 1 set of reports for the wind)
• Validate daily and monthly performance results from the Bouygues, Juwi and Power China
• Validate the Performance Ratio Calculation of Bouygues, Juwi and Power China
• Communicate monitoring and/or Performance Ratio Calculation results to Bouygues, Juwi and Power China

Plant Diagnostics and Repair
• Supervise all repair process
• Review and/or revise all maintenance plans from Bouygues, Juwi and Power China
• Validate all technical advice provided by Bouygues, Juwi and Power China
• Sign-off on all equipment-specific and task-specific preventive maintenance reports from Bouygues, Juwi and Power China
• Supervise Incident Management Process and address Incident Reports
• Procure and/or supervise other subcontractor services (if necessary)
• Supervise and create the most efficient spare parts inventory strategy

Contracts Management
• Supervise management of close out issues, warranties for all equipment installed at the plant, bonds issued, etc.
• File claims (if any)
• Organize and monitor status of claims (if any)
• Evaluate warranty performance of each vendor and suggest possible component warranty extensions

Training and succession planning
• Supervise development of a training program for the plant operations team
• Identify and train successors and individuals who have potential for further responsibility
• Identify, assess, and supervise development planning and review of successors
• Identify internal and external work assignments for further learning
Reporting to shareholder and/or lenders
• Supervise all overall reporting process
• Prepare Incident Management Report
• Prepare and sign-off on monthly performance and maintenance internal reports
• Prepare annual reports requirement for the banks

• At least 3 years of experience managing a utility-scale solar plant (operations);
• Fluent in speaking and writing in English - should be able to communicate seamlessly with Bouygues, Juwi and Power China and draft legal correspondences, if necessary.
• Preferably with Southeast Asia experience, Vietnam experience is a plus
• Engineering background is a plus
• Experience in managing a utility-scale wind plant is a plus
