Summary: The U.S. Mission in Hanoi is seeking an eligible and qualified applicant for the position of Economic Specialist in its Economic Section (ECON).
The work schedule for this position is:
• Full Time (40 hours per week)
Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: Incumbent of this position will serve as the section’s technical expert on several complex and at times politically sensitive portfolios, including: intellectual property rights(IPR), labor relations (including child and forced labor and labor trafficking), information and communication technology (ICT), and cybersecurity. As the technical expert, the incumbent will maintain consistent coverage of these issues, particularly during American personnel changes. He/she will be responsible for regular analytical and factual reporting on these portfolios as well as broader economic trends and related government policies and social issues. The incumbent will also serve as Post’s key interface to the Government of Vietnam (GVN) on these portfolios. This includes developing and maintaining a wide range of personal and professional contacts, monitoring media and publications, bridging linguistic and cultural gaps to promote the Embassy’s objectives, and managing logistical arrangements for American visitors to Vietnam as well as GVN visits to the United States.

Who May Apply: For USEFM - FS is FP-5: US$60,601(Starting Salary). Actual FS salary determined by Washington D.C.

Qualifications and Evaluations
Education: A Bachelor’s degree in economics, political science, law, or business administration is required.
Requirements:
EXPERIENCE:
At least five years professional experience in economics, political economy, law, technology, government, or business administration is required.
JOB KNOWLEDGE: Must have
• In-depth knowledge of local economic conditions and Vietnamese government’s economic policies.
• Solid understanding of Vietnamese government structure, Communist Party of Vietnam operations, the local business environment, and social organization operations; thorough understanding of U.S. trade and economic policy toward Vietnam.
• Abilities to analyze draft regulations or legislation, identify potential issues for U.S. businesses or government agencies, and connect Vietnamese officials to American experts to resolve potential areas of concern.
• Strong project management and organizational skills.
• Superior analytical and English language report writing skills.
Evaluations:
LANGUAGE:
Level 4 (Fluent) Speaking/Reading/Writing English is required. (This will be tested.)
Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES: Must have:
• Strong interpersonal and communication skills to develop and nurture long-term relationships with government and non-governmental contacts.
• Strong word-processing skills and ability to analyze data using MS Excel; ability to translate and interpret using the specialized vocabulary of the job description (treaty language, economics, cybersecurity, ICT, labor, IPR, development and trade).
Qualifications: All applicants under consideration will be required to pass medical and security certifications.
