Summary: The U.S. Mission in Hanoi is seeking an eligible and qualified applicant for the position of Cultural Affairs Assistant in its Public Affairs Section (PAS).
* The work schedule for this position is:
- Full Time (40 hours per week)
* Start date: Candidate must be able to begin working within 90 days of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
* Duties: Under the supervision of the Cultural Affairs Specialist (CAS), Assistant Cultural Affairs Officer (ACAO), Cultural Affairs Officer (CAO), and Public Affairs Officer (PAO), incumbent of this position will serve as the English Access Micro Scholarship Program and Young Southeast Asian Leadership Initiative (YSEALI) Coordinator. He/she will be responsible for managing and promoting both programs within northern Vietnam. The incumbent will provide support for cultural outreach activities for the Section and the Ambassador. He/she will also lead Embassy exchange efforts for the Southeast Asia Youth Leadership Program (SEAYLP). The incumbent will serve as back-up to the Cultural Affairs Assistant Alumni Coordinator.

Education: A university degree in liberal arts, education, or international affairs is required.
Requirements:
* EXPERIENCE: At least one year progressively responsible experience in programming activities, international relations or cultural field is required.
* JOB KNOWLEDGE: Must have certain knowledge of U.S. cultural, socio-economics and political structure and institutions. Substantive knowledge on Vietnamese cultural traditions and norms.
Evaluations:
* LANGUAGE: Level 3 (Good working knowledge) Speaking/Reading/Writing English is required.
(This will be tested.)
Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES: Must have:
- Ability to plan, organize and implement post’s cultural programs.
- Ability to establish and maintain individual contacts with key officials.
- Ability to draft reports, program material in both English and Vietnamese.
- Ability to work effectively with Information Resources Center (IRC) staff and Information Assistant to maximize programming effectiveness.
- Ability to use computer programs including Word, Excel, Power point.
* Qualifications: All applicants under consideration will be required to pass medical and security certifications.

A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
