ASSIGNMENT TYPE: COOPERATING COUNTRY NATIONAL (CCN)

LOCATION: BIÊN HÒA, VIETNAM

SUMMARY
Responsible for collecting and analyzing data in order to estimate the time, materials, and labor necessary for the activities related to finalizing the remedial approach and selection of the preferred treatment of technology(ies) for dioxin remediation.

ROLE AND RESPONSIBILITIES
- Prepare cost estimates on proposals, projects and studies and ensure that the content of the estimate is complete and accurate.
- Reviews and interprets drawings and specifications, defines and estimates project costs (labor, materials, subs, mileage, etc.) with assistance.
- Assists in completion and submission of formal estimates as requested and in the format required.
- Plan, coordinate, review, verify and analyze all aspects of estimates and estimate presentation before final review. Coordinate and review the variable estimating factors in each area with Engineering, Procurement and Construction.
- Provide technical advice and assistance support in the preparation of all levels of estimates ranging in scope and complexity.
- Assist the Estimating Manager with an independent assessment of an estimate’s accuracy (upon completion of the estimate and summarization of all detailed man-hours, material, construction and home office costs).
- Help prepare CMAR, CMS, Design-Build or Hard-Dollar estimates.
- Coordinate the performance of pricing structure development and application to takeoffs, derived quantities, quantity assumption, and cost allowances.
- Develop reports for all review processes.
- Provide constructability reviews and guidance to the operations team to ensure the preliminary costs of the projects.
- Performs other key responsibilities of a similar nature and level as assigned.

QUALIFICATIONS AND EDUCATION REQUIREMENTS
Bachelor’s degree or equivalent in Engineering, Construction Management, Operations Management, Business Management or related field.
Minimum ten (10) years of experience in related field.
Experience with data based estimating systems.
Proficient in Microsoft Office Applications including Word, Outlook, Excel, and PowerPoint.
Proficient written and spoken English skills are required.

PREFERRED SKILLS / QUALIFICATIONS
Experience in engineering, procurement, and construction for large capital projects preferred.
Cost control and scheduling exposure is a plus.
Experience with USAID-funded projects.
