Mô tả công việc
1. BACKGROUND
Save the Children International/ Vietnam Country Office (SCI) has been implementing the project “Strengthening Capacity of Civil Society Organizations (CSOs) on Child Rights Governance in Vietnam”. The overall objective of the project is a society where CSOs have developed their capacity and State actors have systematic dialogues with CSOs in order to take action towards gaps identified in the CRC concluding observations. SC and partners will facilitate, mentor and provide platforms for networks at local, provincial and national levels to develop further. These networks of CSOs from various contexts, representing marginalized groups, will then become capable of monitoring children´s rights and be recognized as a relevant and credible discussion partner to the government actors.
Target population of the project are deprived children, including children and youth who are most at risks of abuse, victims of gender based violence/ bullying and Physical and Humiliating Punishments (PHP); Lesbian, Gay, Bi-sexual and Transgender (LGBT) and CSOs/ Community-based Organizations (CBOs)/ Local Non-Government Organization (LNGOs) that identified as strategic partners. Project sites are Hanoi, Ho Chi Minh City and Hue and nearby provinces.
The purpose of this TOR is to recruit a professional consultant who can support the team and partners to deliver the results, targeting the above objective.
2. ROLES AND RESPONSIBILITIES
The selected individual will collaborate with SCI staff and partners to implement the following tasks:
• Cooperate with finance staff and program staff of both SCI and project’s partners to ensure advances and financial reports of project’s partners (including 2 partners in Hanoi and 1 partner in Hue) are processed effectively, timely and in compliance with SCI’s cost norm and financial regulations.
• Review procurement documents and monitor procurement process implemented by partners to ensure they follow SCI’s regulations.
• Support the CRG program team to monitor the component of Organization Capacity Development (OCD) of 2 partners.
• Support the CRG program and relevant staff and project partners to monitor a survey (Young Voices).
• Support other CRG program staff to complete advances and clear advance process as needed.

1. MAIN COMPETENCIES REQUIRED FOR THE CONSULTANT
• University degree in community development, social development or related field;
• Minimum 3 years of experience, preferably in CRG projects;
• Experience of working with local government and CSO partners;
• Good experience with project implementation and monitoring
• Good command of financial skills
• Excellent English and Vietnamese, both written and verbal;
• Be able to work individually and in group
• Ability to meet deadlines and work under pressure;
• Commitment to and understanding of Save the Children’s aims, values and principles
2. EXPECTED OUTPUTS
• Partners’ advances and financial reports are process timely during the consultant’s contract periods.
• All partners’ procurement packages are reviewed and sent to relevant SCI staff for revision timely; all responses are sent to partners in timely and accountable manner.
• All relevant activities implemented by project partner are monitored; All changes or progress of implementation are reported to Program Manager in a timely manner. Any comments/ suggestions on partners’ performance are shared with Program Manager and related staff in constructive and solution-oriented way.
• Program staff’s advances and clear advances are processed timely.
3. DURATION
The work will start from 1 Aug 2019 to 31 Jan 2020.
4. LOCATION
The work will take place in SC-Hanoi office.
5. REPORTING LINE/CONTACT PERSON
The consultant will directly report to CRG Program Manager.
6. METHOD OF PAYMENT
The Consultant will be paid via bank transfer in monthly basis and upon submission of supporting documents as requested by CRG Program Manager and Save the Children.
7. QUALITY CONTROL
The consultant is responsible for the quality of the survey, financial advances and reports, the quality of procurement packages as well as quality and compliance of activities implemented by partners. All supporting documents must be filed (both in hard copies and soft copies) in designed location of CRG Program.
