* Plastic waste is a major source of pollution affecting the environment, human health and well-being. Globally, up to 5 trillion plastic bags are used each year, and 1 million plastic bottles are bought every minute. According to United Nations Environment Programme (UNEP), it is estimated that in the next 10 - 15 years global plastic production is projected to nearly double. Plastic pollution across Asia is a major problem. In fact, 60% of all plastic that ends up in our oceans comes from only 6 countries in Asia, including Vietnam. Vietnam is among the top 5 countries responsible for the estimated 13 million tons of plastic dumped in our ocean every year. Single-use plastics is widespread and waste management capacity is limited in Vietnam, causing the rising burden from plastic waste to the environment and public health. It is time to call for collective actions to combat one of the great environmental challenges of all time: such collective actions are needed from governments, the private sector, as well as citizens as consumers who need to take responsibility. Governments should lead by enacting strong policies to push for reducing the production of plastic waste and encouraging private investment on plastic waste recycling. The private sector must innovate, adopting business models that reduce downstream impacts of their products. Citizens must act as both consumers and informed citizens, demanding sustainable products and by adopting sensible consumption habits and at the same time exercising their buying power by refusing single-use plastics.
*Objective:
The objective of the assignment is to support the development of Fabric-scrap Recycle / Reuse Management Program in Vietnam that promotes collaboration of between the public and private sector. The program will work on collaborative & implementing together joint solutions to reduce the production and encourage
product lifecycle management techniques including recycling the recycle of fabric-scrap. It will also work to and encourage the private sector investment in fabric-scrap recycling.
*Tasks
• Sector review existing initiatives, programs, projects working on Fabric-scrap Recycle / Reuse Management in Vietnam, and potential synergy with them.
• Review the current policy, regulation and tax system related to Fabric-scrap Recycle / Reuse
Management, and propose recommendation for improvement in answer to the question – what are the key policy and legislative restrictions on Fabric-scrap Recycle / Reuseat scale?
• Conduct a review of Fabric-scrap Recycle / Reuse technologies and companies in Vietnam and abroad and identify challenges and opportunities for promoting Fabric-scrap Recycling; map and identify access to finance to invest in Fabric-scrap recycling.
o Reducing fabric-scrap in general (higher efficiency driving projects)
o Identifying Investment opportunities in recycling facilities (for polyester & cotton to be re spun /woven)
o Identifying opportunities on reuse options, such as toys, mats, stuffing, or clean/responsible burning …
• Identify the sectors and garment companies that provide significant amount of Fabric-scrap and develop strategy to reduce their footprint.
• Map who may be potentially partners, included both buplic and private sectors, in program implementation
• Identify the potential government partners that will engage and provide political support for the program.
• Identify and approach the potential donors who may be interested in supporting the program in the longterm (from 2020 to 2025)
• Develop Vietnam Fabric-scrap Recycle / Reuse Management Program that may include relevant NGOs, government agencies and companies committed to Recycling Fabric-scrap. This includes the selection of at least 10 business cases of Fabric-scrap Recycle / Reuse Expected deliverables
• A report detailing information on each of the requirements, and with clear options and timelines for the development and implementation of a Fabric-scrap Recycle / Reuse Management Program. The report should include: Implementation plan of the selected options for a Vietnam Fabric-scrap Recycle / Reuse Management Program (based on agreement with IDH) developed with committed engagement of relevant government agencies, NGOs and an agreed number of garment factories by 31 November 2020.

Yêu cầu ứng viên
The consultancy firm or partner(s) will be selected on the following criteria:
• Experienced and knowledgeable in the Vietnam Garment industry
• Experience in developing and implementing a similar program in Vietnam.
• Strong knowledge and understanding of the current garment sourcing production and Fabric-scrap
used for heating or sent to landfill situation in Vietnam
• Strong track record and background in environmental and/or social sustainability. Demonstrated experience in projects dealing with Fabric-scrap Recycle / Reuse in Vietnam will be an advantage.
