1. WORKING CONTEXT
Founded in the United Kingdom in 1972, ActionAid is an international federation, working with over 25 million people in more than 40 countries for a world free from poverty and injustice. ActionAid's head office is in Johannesburg. ActionAid is the only large international development organisation with head office based in Africa, with offices in Asia and the Americas connecting ActionAid's work in Europe.
ActionAid started working in Vietnam since 1989, established its Representative Office in Hanoi in 1992. Since then, ActionAid Vietnam (AAV) has been focusing the work to end poverty and promote sustainable development in over 20 provinces in mountainous, remote and difficult regions as well as poor urban areas across Vietnam. The organization is well recognized as one of the leading INGOs significantly contributed to the poverty reduction and community empowerment in Vietnam.
Under the framework of Country Strategy Paper (CSP) 6 (2018 to 2023), AAV has established a Programme Priority (PP) 1 to “Improve people’s capacity to build safe communities and adapt to climate change and disasters with alternative sustainable livelihoods”. In more details, PP1 focus on: (i) supporting vulnerable groups, especially ethnic minority women and youth develop value chains on community-based tourism (CBT) and organic farming products; and (ii) improving communities’ resilience to disasters and climate change in rural and urban areas.
As part of the mentioned programme, AAV is seeking candidates for the Communication Assistant (PP1) position. This JD is developed to define the scope of work, general responsibility and expected deliveries, as well as other terms and conditions of the position.
2. JOB PURPOSE SUMMARY
Facilitates and provides necessary support to implementation of ActionAid Vietnam (AAV)'s communications activities set in Country Strategy Paper VI (CSP6) with focus on social media, communications products and internal communication
3. AUTHORITY
• is member of PP1 team working to promote AAV’s work on climate change response and climate resilient livelihoods
• Other authorities of the Programme Officer (Livelihood) are stated in the AAV’s Delegation of Authority Framework (DAF)
4. KEY WORKING RELATIONSHIPS
Internal
• PP1 team members, including PP1 Programe Director, Technical Specialist (Livelihood and DRR), Partnership Development Officer, Programme Officers, and Team Assistant
• Other team members: SMT, CDO, Admin, and PP2 team
• ActionAid International Communication, Campaign and related teams External

5. MAIN AREAS OF RESPONSIBILITY
Key responsibilities / accountabilities Key performance indicators
• Contributes to the development of and implementation of AAV’s strategy and plans for communication, campaign, policy advocacy related to climate change response and climate resilient livelihoods • AAI's communications and related activities as mentioned in the ActionAid's Strategy 2028: Action for Global Justice are prioritized and localized in line with CSP VI and Vietnam context.
• All communications work, particularly the social media are specified, formulated and implemented to deliver CSP in linking with AAI's strategy, climate change resilience and DRR projects and for the benefits of community mobilization, campaign element in the Human Rights Based Approach (HRBA).
1. Ensures the quality, consistency of all activities within the domain of communication work in AAV, in line with AAI's priorities and HRBA throughout AAV's programme and partnership following the Communication Strategy • Communication and related activities are implemented consistently throughout Local Rights Programmes (LRPs).
• Programme priorities are coordinated between different communications works for a smooth and effective implementation.
• Monitoring and Evaluation indicators are well designed for the assessment of communications as required by CSP VI and Communications Strategy.
• Problems or significant issues related to communications works that are identified in learning from field work and community concerns get followed up properly.
• Staff’s and key partners’ capacity building and coordination on communications are carried out.
2. Carries out external communications • Press releases and policy briefs are well produced.
• Press briefing/meetings/conference/interviews are well organized.
• AAV’s publications including design, translation and printing are undertaken, ensuring quality and adherence to the AAV’s publication and contracting process and guidelines.
• Reports/publications of the organization and different departments are edited and printed on time and with good quality.
• Launching events, advocacy and campaigning events of PP1 programmes are carried out according to the approved workplan.
• Films and different audiovisual items are produced with good quality.
3. Caries out internal communications
• AAV’s website, intranet (HIVE), Facebook, YouTube account and other social media tools are well administered.
• Monthly newsletter and calendar of events are prepared and circulated.
• Support is provided to AAV staff on compliance of communications policy and requirements (logo, letterhead, PowerPoint template, email signature, name card etc.).
• AAV staff capacity building on communications is implemented.
• Communications products of PP1 program is produced for fundraising, campaigning, and advocacy.
4. Liaises, communicates and facilitates networking • Support to maintain network of media to enable AAV’s activities is established and maintained.
• Active participation in working groups, networks, campaigns locally is ensured.
5. Supports the nationalization of ActionAid Vietnam • Participation in relevant tasks assigned is ensured to support the operation of the Aid for Social protection Program, Project Foundation Vietnam (AFV), the strategic partner of AAV.
• Assistance is provided for the smooth transition of ActionAid Vietnam in the nationalization process.
6. Others • Translation and proofreading are provided when needed.
• Other tasks as assigned by line manager are well performed.
