Capex Sourcing Specialist, Vietnam

A. General job scope:
This position is responsible for execute asset acquisition strategies related to corporate cross-category manufacturing, supply chain and infrastructure spend In Country. These tasks include interaction with cross functional stakeholders to understand business needs, manage end to end Project sourcing and procurement transactional duties associated with acquisition of Infrastructure, Machinery, Equipment and Services in Country; driving controls and compliance; delivery cash generation through negotiation /bidding in daily work ; manage assigned local Country capex vendor bases and continue development; manage supply risks through effective coordination internally and externally.

B. Main responsibilities:
1. Support CAPEX Project Procurement Plan Development & Process Optimization :
• Regularly connect with project manager, project engineer & other Capex budget relevant stakeholders, leverage global /Region / Capex Sourcing Strategy and local supplier base to initiate project sourcing supplier strategy and procurement plan development .
• Perform country based new CAPEX supplier development, including supplier screening, financials and capability assessments to support supplier selection process.
• Support Country /region function leader to perform continuous improvement and optimization of Vietnam Capex sourcing & project procurement execution processes.

2. Execute End-to-End Project Sourcing Activities
• Execution of Vietnam Infrastructure, Machinery, Equipment and Services strategies to ensure supplier selection supports Country, Region and Global business expectations.
• Perform project based transactional sourcing activity, include RFP/negotiations/ contracting and post award supplier issue & Contract obligation daily management .
• Help build fact base via internal and external benchmarking as part of sourcing strategy contribution to region and global fellow CAPEX sourcing team.
• Support achievement of Vietnam Capex Procurement Goals & KPIs in Accordance with Global, Regional, Procurement vision.

3. Support CAPEX stakeholder engagement, collaboration of teams, and supplier relationships
• Champion cross-function stakeholder management and execution project procurement management through IIM funnel defined work flow and responsibility. .
• Supports supplier relationship management (SRM) for relevant Vietnam Capex Suppliers include but not limited on Infrastructure, Machinery, Equipment and Services Spend.

4. Build Knowledge and Insight for Continue Supply Risk control
• Drive Vietnam National Capex Supplier Performance by lifting and shifting best practices from one Plant to another plant, Build up supplier national coverage capability, drive standardization;
• Ensure Continue Supply, Mitigation Risk through effective escalate issues to the Country Capex Procurement Lead or Region Capex Proc Sourcing Lead .

5. Execute Margin and Working Capital Agenda
• Executes TCO (Total Cost of Ownership) reduction and cash optimization opportunities for Vietnam Infrastructure, Machinery, Equipment and Services spend.

• Bachelor Degree major in Engineering, Communication or related major
• Minimum 3 -4 years experience in handling Procurement and CAPEX
• Strong in CAPEX, Supplier relationship Management, Project Management and Strategic Sourcing
• Good Negotiation Skill and Communication in English
