Bear Officer

Position Description
The Bear Program Officer is responsible for developing, coordinating, and implementing ENV’s public awareness campaigns related to bears in close cooperation with other ENV programs. The Officer must show strong communication skills and isn’t afraid to talk to people, whether they are bear farm owners, government officers, or members of the public, about the issues of bear farming in Vietnam and to urge them to commit to not using bear bile and bear products.

As these requirements are not readily available in the employment market, the candidate is evaluated based on his/her potential to meet the expectations of this position over time once he or she acquires an acceptable level of understanding to do the job.

Main Responsibilities
1. Develop, Manage, and Execute Bear Public Awareness Campaign
• Develop concept and activities for bear public awareness campaign
• Communicate and work with government agencies, stakeholders, or relevant parties to ensure their support with organizing events (venue, facilities, etc.)
• Organize bear exhibits, school programs, meetings, pledge events, and other public events related to bears
• Coordinate with the CPA team to ensure an effective bear viral campaign

2. Develop, Manage, and Execute Psyops Program
• Develop and distribute the monthly postcard to bear farmers
• Develop and distribute the monthly letter to leaders of communal PCs in bear provinces
• Organize meetings with local authorities (communal PCs, DOET, Head of schools, etc.) in Phuc Tho -bear hotspot district
• Develop the content for public awareness show in Phuc Tho

3. Support ENV’s Bear Free Province Campaign
• Establish list of bear free provinces and list of potential bear-free provinces
• Conduct telephone campaign to encourage bear farm owners to give up bears without asking for compensation

4. Support the Establishment of ENV’s Bear Farm Database
• Contact provincial Forest Protection Departments (FPD) to obtain bear farm lists or ask them to confirm the actual bears at farms
• Update the bear farm database

5. Other Duties:
• Coordinate campaign development and activities closely with all relevant departments within ENV related to bears, especially Policy and Legislation Team, Demand Reduction Team, Communications and Public Awareness Team, and the Bear Case Officer
• Communicate regularly with the Bear Team Leader, Policy and Legislation Program Manager, and the ENV Management Board on developing ideas, progress, results, and obstacles relating to work
• Produce internal mission reports at the request of the Bear Team Leader
• Update the list of provincial FPD bear focal points
• Complete other duties and assignments as specified by the ENV Management Board, Bear Team Leader, and/or Policy and Legislation Program Manager

Job Requirements
• College degree required
• Excellent Vietnamese writing and editing skills required
• Fluent verbal and written English
• Excellent communications skills
• Computer literacy: Word, Excel, Internet
• Ability to work independently, take initiative, and pay close attention to details
• A passion for bear protection and conservation
