Assistant Chief Engineer

PURPOSE
The position of Assistant Chief Engineer is responsible for the efficient operation of the property and all its equipment, ancillary maintenance and repair services and protection of the Owner’s asset. Structural aspects of the building as well as the maintenance of grounds and external facilities all fall within the span of responsibility. To ensure as well the Life, fire and Safety of all building occupants are his top priorities. To support the Energy Conservation programe at all times.

1. Main jobs
- Assist the Chief Engineer on all aspects of engineering support, environmental controls and the operational efficiency of the property.
- Plan, implement and administer an energy management programme by establishing energy reduction objectives, the maintenance of records and regular reporting of performance against these objectives.
- Ensure the staff awareness of energy management within the property by conducting regular education and training programmes on energy conservation and matters related to efficient operation of equipment in a cost-effective fashion.
- Contribute to the property profitability by ensuring the effective management of the buildings environmental controls and energy conservation systems. Evaluate, control and record energy usage and implement and upgrade energy conservation systems.
- Contribute to Clients satisfaction standards by ensuring that technical support services quickly address, and where possible, anticipate, individual needs. Ensure the safety and comfort of all occupants, and that any requests for service are handled in a courteous and efficient fashion.
- Ensure adherence to all statutory regulations and fire codes by regularly reviewing policies and safety procedures. Ensure that any tests and inspections required on plant by statutory authorities are carried out as and when required and that all records and documentation associated with such tests and surveys are correctly kept and/or displayed. Ensure that the property fulfills all compliance requirements.
- Prepare and review staff duty and vacation schedules with fair practices applied.
- Ensure that Clients are served at the best services and satisfaction with prompt delivery of services
- Assist the Chief Engineer in hiring a technically competent engineering staff by selecting, training and developing a motivated, well-qualified maintenance team.
- Maintain the condition of the physical assets of the property by carrying out any upgrading and project works.
- Ensure the effective operation of all the mechanical and electrical systems and equipment by implementing and managing a preventative maintenance programme. Closely monitor the condition of the physical property and equipment by conducting continual inspections of the building. Ensure that preventative maintenance schedules are in operation and regularly updated.
- Contribute to a high standard of quality control.
- Closely supervise outside contractors to ensure the cost effectiveness and the technical efficiency of all services performed. Ensure all work is carried out in accordance with contracts, leases, service agreements and warranties.
- Ensure the quality of all work completed by both employees and external contracted staff adheres to the standards of good engineering practices and well documented.
- Fully support the Chief Engineer in attaining effective Energy Conservation, enginerring smooth operation, Life, Fire & Safety implementation for both Clients and Staffs
- To liaise with Environmental authorities and comply to all pertinent requirements that involves to Environmental Issues.
- To liaise with Fire Police authorities and comply to all pertinent requirements that involves to Life, Fire Safety and regular evacuation or fire drills exercises.
- Process all maintenance contracts and ensure to be reviewed and renewed prior to expiration dates.
- Prepare necessary reports and meet deadlines.
- Ensure that Purchasing of Materials and maintain the safe keeping and issuance of such are handled as per best practices.
- Anticipate the Purchase request and delivery of all daily operational needs to support the building smooth operations.
- Willing fully submit himself to other assignments that maybe assign by the Chief Engineer.
- To relieve the Chief Engineer while on leave

2. Other task
- Implement related tasks as required by Chief Engineer, Property Management and BOD.

3. Challenges (if any)
- High pressure in work, high requirement of technical; Flexible with principle in difficult situations; Understand legal knowledge in communicating with authorities.

- Graduated University of related subject. Management degree is an advantage.
- 5+ years of experiences in the Chief Engineer/Assistant of High Building.
• Extensive mechanical and technical knowledge; building design
• Be knowledgeable in the areas of Air-Conditioning & Ventilation, Automatic Controls (BAS), Building Management Control System (BMCS), Plumbing & Drainage, Fire Protection, Energy, etc.
- Fluently in speaking and writing English

- Professional Manner; Fast and easy to catch up with problems; Enthusiasm and creativity; Honest, engaged and commitment to the work.
