The U.S. Mission in Vietnam – U.S. Consulate General in Ho Chi Minh City is seeking eligible and qualified applicants for the position of Agricultural Specialist in its Office of Agricultural Affairs.

AGRICULTURAL SPECIALIST, FSN-11
ANNOUNCEMENT NUMBER: HO CHI MINH-2019-14

Duties: This is a professional Locally Employed Staff position that manages programs, activities, personnel, and provides high-level analysis, information, and advice to support USDA objectives in Vietnam. The incumbent serves as a senior advisor and agricultural analyst to the Agricultural Counselor, Senior Attaché, and Attachés of FAS-Vietnam on the Vietnamese agricultural sector, and tracks major policy developments and trends, with an emphasis on Vietnam's agricultural production and policy sectors that affect exports of U.S. agricultural products to Vietnam, as well as regional and international markets. Primary responsibilities include: expert guidance on Vietnam's agricultural production situation for key crops of interest to U.S. agricultural interests; preparing detailed technical reports (for public release) on crop situations and trends, including production estimates and forecasts that are equally accurate to, or better than, any outside professional agricultural analyst; and, maintaining/engaging with senior-level contacts at the CEO-level in the private sector, and Vice Minister-level of government, to obtain information on current and future developments that will affect production of numerous crops of interest to U.S. industry. Plans and participates in a full range of agricultural research, reporting, trade promotion, technical exchange, and related activities of broad scope and complexity. Counsels and assists the Agricultural Counselor, Senior Attaché, and Attachés in Vietnam, high-ranking analysts of USDA's World Agricultural Outlook Board, the FAS Office of Global Analysis, Senior-level USDA, Mission Vietnam, other U.S. officials and business representatives in understanding Vietnam's agricultural production situation and trade potential between the United States, Vietnam, and third-country markets.

Qualifications Required:

EDUCATION:
At least the Bachelor’s degree in either economics, agricultural economics, business administration, or international trade is required.

EXPERIENCE:
Must have at least seven years of progressively responsible relevant professional experience in agriculture, agricultural trade, agricultural economics research, or market sector survey and analysis.

LANGUAGE:
Level 4 (Fluent) Speaking/Reading/Writing of English is required (This may be tested).
Level 4 (Fluent) Speaking/Reading/Writing of Vietnamese is required.

SKILL AND ABILITIES:
Must be able to develop and maintain an extensive range of contacts with the staff members of senior level decision makers in the Vietnamese public and private sectors. Must have highly developed interpersonal and organizational skills, particularly related to incumbent's ability to work with Vietnamese institutions and organizations to realize USDA objectives and gather information for USDA reports. For example, must be able to develop, maintain, and frequently work with individuals and entities in the Vietnamese agricultural production sectors to gather production and market information. Also, highly developed ability to research and analyze Vietnam's agricultural production sectors in order to create accurate USDA forecasts that can affect global market prices for commodities.
