07/2015 - 05/2017: Training and construction phase

Supported integrated project management team to monitor and check contractors’ activities to ensure compliance with environmental commitments on solid waste, wastewater, dust, noise, and spill management mentioned in Environmental and Social Impact Assessment (ESIA) during the construction phase. Including but not limited to:

• Joined weekly HSE site inspections, environment monitoring, and periodic HSE audits.
• Monitored and checked the operation status of wastewater treatment system, waste segregation and storage, and hazardous material storage.
• Studied technical documents to support Leaders/Managers in reviewing periodical and audit reports and application dossiers for permits.
• Developed environmental management procedures and relevant documents

05/2017 - 03/2021: Commissioning, start-up, normal operation & shutdown maintenance

• Coordinated with other Sections/Contractors to identify and arrange waste storage locations as well as adviced them how to collect waste safely.
• Monitored operation status of environment protection facilities (air emission, wastewater, and sludge incinerator) and reported any abnormalities to the leader and supported asset owners to deal with them if needed. Double checked online system data with the actual condition.
• Checked the compliance with HSE procedures of Operations and Contractors in process areas and admin areas (PPE, waste disposal and segregation, labelling, wastewater discharge, hazardous material storage, leakage and spill, firefighting, etc.).
• Worked as a waste coordinator to handle all requests on waste collection and treatment via emails, make waste collection plans, propose waste mitigation measures as well as summarize, analyse, and verify waste data and gave advice to managers if needed.
• Managed and led a team of 15 people of the waste treatment contractor to perform the waste collection activities safely, manage waste storages, hand over wastes.
• Handled HSE issues of Contractors and service providers in charge (PPE, PTW, SWMS, JSA, Toolbox meeting, training, equipment inspection, incidents, firefighting). Joined HSE weekly meeting to follow up and present related HSE issues if any.
• Periodically checked chemical/catalyst/oil storage, warehouse, office buildings and laboraroty, canteen building to ensure compliance with HSE requirements (spill kits, SDS, 5S, warning signs, waste segregation and disposal, labelling)
• Developed and updated environmental management procedures, environment monitoring plans, and environmental aspect registers, environment awareness and waste management training materials and bulletins.
• Cooperated with Health & Safety Section to provide environment training courses to employees of the company and contractors.
• Participated in the ISO internal audits and external audits (Lenders, ISO auditors, and relevant authorities) by conducting site check and preparing related documents as compliance evidence. Conducted an annual audit at the contractor’s waste treatment facility including Health & Safety, Environment, and Firefighting documentation review and site check.
• Updated and studied new regulations on related environment fields for the company to meet legal changes on time.
• Drew up the annual budget for waste management and monitoring service, controlled the budget allocation, and proposed feasible solutions for cost savings through regularly monitoring and assessing waste generation sources from all activities in refinery.
• Produced periodic/audit reports (EIA completion report, the annual environmental protection report, and annual waste audit report), official letters, application dossiers for permits (Hazardous waste registration book, the certificate of completion of environmental protection facilities).
• Participated in responding to and dealing with environmental incidents together with relevant parties, followed them up, joined and supported incident investigation process, and checked the site condition to ensure no environmental impacts.
• Supported section members, contractors, and authorities in monitoring and taking samples of air emission and wastewater, solid waste, and soil. Controlled and verified analysis results provided by service providers.
• Reviewed and issued PTW, JSA and SWMS for contractors.
